Governor Pruce rejects recommendation of PoSC for new CoP

ROAD TOWN, Tortola, VI- What has not come as a surprise to many is that the United Kingdom-appointed governor, Daniel Pruce, has once again rejected a recommendation of the Police Service Commission (PoSC).

At a press conference at Government House today, May 7, 2026, Governor Pruce announced that he has rejected the recommendation of the PoSC for the appointment of a new Commissioner of Police for the Royal Virgin Islands Police Force (RVIPF) and has ordered a new recruitment process.

Governor Pruce said the recommendation, submitted “last autumn”, had undergone months of review and consultation involving the Police Service Commission, the National Security Council (NSC), the Office of the Deputy Governor and the Human Resources Department.

“For such an important public appointment, I didn’t have [a] sufficient evidence base to enable me to take that decision,” Mr Pruce claimed.

Ullger stays on

Interim Acting Commissioner Richard Ullger will remain in the position while the new recruitment process, which could take about six months, begins.

The governor was asked how he would respond to people who would say that his ignoring the wishes of the PoSC and NSC is quite arrogant for someone who is an unelected London appointee. “Why do you know better than people, most of them who have lived here all their lives, about what’s best for the Virgin Islands?” Mr Pruce was asked.

The governor said his duty as governor “is to take this decision based on the most robust evidence-based that can be provided” and that he was not satisfied this was provided this time around.

The heavy-handed decision by the unelected governor comes even as there has been overwhelming support from the community for local Jacqueline E. Vanterpool to be confirmed to the post of Commissioner of Police.

Many have long accused the governor of being racist, sexist and hypocritical. Governor Pruce had publicly praised the work of Ms Vanterpool as Acting CoP, but still refused to have her confirmed to the post.

    I am a 3rd generation BVIslander and I approve Gov Pruce's decision in this matter.
    In addition, I am one such generational BVIslander who approved of his
    decision to not appoint Ms Vanterpool as pernanent Commissioner of Police of these VI,
    Because; and for good reasons,
    " I know why the caged bird sjngs"!

    The Virgin Islands (VI) (British) is cast as being self-governing. That is a deceptive mirage, for the UK -appointed Governor wields unilateral power, ie, reserve, special, assent, etc., power. The undemocratic, colonialism wheel is turning with exclusion, control, racism, prejudice, etc. The colonialists cast themselves as the upperclass with special privileges and entitlements. They are snakes in the grass. The disunity, appeasement, etc, of the VI people allow the colonialists to exert control. The VI people disunity permits the colonialists to control their lives.

    In the mid- 20th Century( 1949), Commissioner John Augustus Cockburn Cruikshank ruled as an autocrat , master as all he surveyed. Stressed under the autocratic rule with little or no means for redressing their issues, coalesce, united, etc, and protested his autocratic rule. Theodolph Faulkner led The Great March of 24 November 1949, which comprised 1500 people from a population of approximately 7,000 to Government House and presented a petition of the people grievances for redressing. The protest had results, ie, a) reinstating the Legislative Council which was suspender in 1901, roll out of new constitution (1950), electing ( directly) of four at large members to the Legislative Council for the first time( 1950), rolling out universal suffrage (1954), rolled out of ministerial government (1967).


    Moreover, nevertheless, with improvements in standards of living, quality of life, etc, the people seem to have gotten drunk on the progress, letting their guards down. While the locals were intoxicated on progress, colonialists plotted to acquire and maintain control, ie, unilateral power. In 1949, 1500 people marched for redressing grievances. Today, it is struggle to get 10 people to partake in March. WTF! The VI has regressed, gone into a self-hating, self-discriminating, etc, cocoon. Virgin Islanders have grown too big, too proud, too selfish, etc, to fight for their rights, freedoms, etc., in their homeland. What a sad state. We want others to fight our battles. I hope we are not holding our breath for that to happen. Our forebears must be tossing, frustratingly in their rest places. An example of wanting others to fight our battles, is the promotion of Deputy Commissioner of Police Jacqueline Vanterpool to Commissioner Police., have been endorsed by the National Security Council, and PoSC. The UK-appointed Governor is putting both fists and two foot on the scale to keep Ms. Vanterpool from being appointed. He seemed hell bent on having a fellow White Briton appointed to position.

      @Stealth, you wrong about only getting 20 people to protest anything; we get 12. The situation speaks volume for itself. 1500 in 1949 from among approximately 8000; today, 12 from approximately 35,000. The less Statustics office have not completed the 2020 census yet and it is approaching 2030, the next census. Add to the list of things to march about. By the way, a march must have purpose, seriousness, energy, effect, proper timing,,etc. Unity is needed to pushback a ferocious rising tide, ie, government. Government is legit but often is the problem.

        @Disiterested, Mount Olympus run things. It sits on the Mount, looking out over the compliant, weak subjects. The taxpayers for the residents at Mount Olympus living large and in charge. They pay to be ruled, crusading. They pay for Mount Olympus residents food and lodging, utilities, transportation, recreation, landscaping, entertainment, etc. Mount Olympus pay your own damn way. A bunch of parasites. When are civil servants going to get their performance and longevity raises . Daniel Pruce has not hidden the fact that he wants a White Briton for the Commissioner of Police job, putting his whole body on the scale to make it happen. Sadly, while he was putting his body on the scale for a white Briton , locals have given lip service support behind Deputy Commissioner of Police Jacqueline Vanterpool, a pre prepared and qualified local for the position of COP. The whole situation reeks of racism, sexism, “coonish” behavior. The UK-appointed Governor is shameless and locals exhibit a lack of courage, self-respect, crab in bucket mentality, appeasement, acquiescing/brownosing behavior. . The Willie Lynch Making of slave conditioning. Behavior , eg, disunity, distrust, division , etc. it is like we are living in the 17th Century.     Bottom line is Miss Vanterpool, although one of our own, has not got what it takes to be the top cop. I think the temporary appointee is doing ok at the moment. I don’t think the Governor has handled this well but I do support the need for an evidence based process to get the best for us. After everything that’s happened here we need the best out there now!

The BVI and its people are disrespected and treated by Colonialists in the way we permit and give them license to do. This guy is on pre-retirement vacation living on style on the taxpayers dime, flexing his special privileges, entitlements, etc., muscle, demonstrating no fear of pushback from the subjects, bulldozing his way through whatever he.wants, how he wants, when he wants, where he wants.etc. Our timid, powerless , representatives dare not issue any pushback. We are wearing what we bought/put up with.
