DUFF’S BOTTOM, Tortola, VI- Outgoing Governor, His Excellency Governor Augustus J. U. Jaspert will deliver his final Speech from the Throne when the First Sitting of the Third Session of the Fourth House of Assembly (HoA) commences at the Save the Seed Energy Centre in Duff’s Bottom, Tortola on Thursday, November 5, 2020.

Governor Jaspert, who has been under heavy criticism for what many considered insensitive remarks about slavery reparations and the preservation of names of landmarks in honour of perpetrators of slavery and evil acts against humanity, is scheduled to depart the Territory this yearend, several months earlier than expected.

During his tenure, the Governor has also been accused of trying to upstage the elected Government of Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) as well as causing a strain in relationship between the Governments of the VI and United Kingdom as well as the elected Government’s and the people of the VI.

A ‘notice’ from the Office of the House of Assembly on October 22, 2020, confirmed that Governor Jaspert will be delivering the Speech from the Throne at the new parliamentary session next month.

The Speech, which is written by the Government of the day, represents the Administration’s legislative agenda.

Productive HoA

The last session of the HoA was one of the most eventful and productive in years, with June 2020 alone seeing a record-breaking 15 pieces of legislation.

Those include legislation that previous governments and legislators have shunned for years, such as the Consumer Protection Act 2020; Gaming and Betting Control Act 2020; and the Cannabis Licencing Act 2020, the latter of which is yet to be assented to by the Governor.

Other legislation in June included the Stamp Duty Amendment Act 2020 and Asset Seizure and Forfeiture Act 2020.

The last HoA year climaxed with the swearing-in of the first local Attorney General in 21 years, Ms Dawn J. Smith, on October 1, 2020.

Well, if that isn't a biased article! I am sure that if you go back in your files you will see that the Governor was lionized for stepping in to get the Territory back on its feet, after the Flood, and Hurricane's Irma and Maria. The tiff over the reparations was a tempest in a teapot, compared to the hurricanes, and the Governor was not even giving his own opinion. His job requires that he reflect the opinion of the UK Government, and that is exactly what he did. Maybe CSK didn't like it, but what does he ever like, and who cares?

As for "causing a strain in the relationship between the BVI and UK Governments", I think that falls into the Premier's basket. The Premier just can't get over the fact that a lender, in this case the UK, has a right and a duty to know what is going on with its money. Sadly, Fahie thinks that is insulting, which has to make one wonder. Would a bank, or you, lend to an entity that had no financial statement for years and years? If this is a news source, let's be fair. The Governor has not been perfect, but he has done very well, and better than most anyone else. And, I think, most people have been grateful for the job he has done, not always under good circumstances.

The colonial mentality in these OTs is sad. Then they will put another white guy in the White House and locals will be bowing and pontificating like idiots for anothter three years. We are like children in the BVI. The rest of the Caribbean are light years ahead of us and when we realize it will be too late.

Is Augustus J.U. Jaspert going to apologize for his disrespectful, disparaging and dismissive comments about reparation for slave descendants and maintaining the names of murderers, pirates, buccaneers, brutes......etc on local landmarks. Slavery, slave labour, slave trade, colonialism, imperialism.....etc created wealth for many individuals, built UK capitalism.....etc. Further, the UK borrowed and appropriated £20M to pay slave owners. Everyone benefitted from slavery and exploited slave labour except for slaves. To date neither slave nor descendants have yet to get a shilling. If he is not going to apologize, good riddance. Be gone. Why give him a public platform?

It is apparent that many persons don’t understand diplomacy and can only relate to the running of the local government which over the years have been VIP then NDP then back to the VIP. Point in case is that the BVI is a British Overseas Dependent Territory and not on its own. We should take example from the Turks & Cacois islands and do what is necessary to save ourselves from ourselves while there is still time.
