Funds deposited without having been verified- VIF&F Report

Mr. James Lettsome according to the Virgin Islands Festival and Fairs Committee report headed two sub-committees; Kidde's Fiesta (Coney Islands) and Cultural Fair (Food Fair)- He has not submitted any reports for these Sub-committees. ROAD TOWN, Tortola, VI: The lightning rod report presented by Chairman of the Virgin Islands Festival and Fairs Committee (VIF&F), Mr. Marvin Blyden, continues to strike.

Kiddie’s Fiesta (Coney Islands)

Mr. James Lettsome is listed as the Chairman of the Kiddie’s Fiesta Sub-committee.  The report presented by Mr Blyden stated that Mr. Lettsome did not submit a report for his sub-committee on the 2012 Kiddie’s Fiesta.

Mr. Blyden also complained in his report that “the rides were already confirmed” by Mr. Lettsome, even before the Chairman [ Blyden] was able to see and approve them.

Another vexing issue for Mr. Blyden was that funds from the Coney Islands “were always deposited the same evening, but were presented to the Treasurer the following day without having being verified.”

The VIF&F report recommended that more stringent measures be taken in the collecting of funds nightly.  It further stated that the Virgin Islands Festival and Fairs Committee “should be in charge of providing the tickets used as well as the collection and counting of the funds.”

Cultural Fair (Food Fair)

Mr. Lettsome was also, according to the report, the Chairman of the Cultural Fair Sub-committee and that he had not submitted a report for this committee.  However, the challenges faced were the “preparation of the site for the fair started late which did not give leeway for the correcting of problems which occurred.”

The VIF&F report also listed, in regards to the Food Fair, the “lack of electricity” and “uneven billing for spots”

Carrot Bay Cultural Fiesta Committee

The Sub-Committee on the Carrot Bay festivities presented a report and sited among others issues “sound system failure” and that “security service personal displayed a lack of integrity at the paying events.” The report did not elaborate on this issue. 

The Carrot Bay Sub-Committee also requested that come 2013 their allotment from Government should be reviewed and increased to $85,000.  Currently, it is $60,000. Mr. Stuart Donovan was listed in the report as a member of the central committee representing Carrot Bay.

The controversial report was laid on the table of the House of Assembly on November 15, 2012 by Culture Minister Myron V. Walwyn at the Fourth Sitting of the Second Session of the Second House of Assembly of the Virgin Islands.

The VIF&F report made news last week as this news site firstly reported that the report was very critical of the Public Relations Officer Rhodni Skelton, saying his role was a major challenge and disappointment.

The report stated that, “the marketing for Festival 2012 was disappointing. The Public Relations Officer was not always available to discuss matters and at time when things were brought to his attention little or nothing was done.”  Mr. Skelton has since released a statement disputing the claim by the Chairman and threatened to resign, if no retraction is given by Mr. Blyden.

The report also blasted the Village Sub-Committee chair Franche Gumbs, saying that he was found to be the biggest challenge and was “very difficult to work with.”

In addition, the report also claimed that former Chairman of the Virgin Islands Festival & Fairs Committee Mr. Colin Scatliffe did not leave any comprehensive or Financial Report for 2011….and that he was asked  for a financial report which was never received.

THESE GUYS ARE ALL ABOUT WHAT THEY CAN GET AND RIP OFF ESPECIALLY THE FIRST 2 GUYS THAT YOU TALKED ABOUT....     $85,000 for three nights in Carrot Bay? I think they should focus on the cultural aspect as they have that hands down in CBay. They are the only part of the celebration that focus on the historic aspects of what Festival is about. You do not need $85k to pack down there with people every night. Get decent artists, put on cultural exhibits so that people don't have to drive all the way down there and fork out $25 to see nonsense. Get regular entertainment and charge a nominal $5-$10 and everybody wins. If they want $85k let them raise $25k on their own.

    I'm glad this guy is the chairman because all secrets coming out. What was rumored for years seems to be true where people have a sense of entitlement and are treating festival like it’s theirs. Policies need to be revamped and more stringent controls needs to be put into place with regard to the spending and collection / accounting of funds. Committees need to be revamped.

    A lot of money is spent on festival and from the sounds of it, despite the best efforts of Blyden, a lot of it seems to be wasted because of poor oversight and inefficient committees.

    Clean up house!

    Seems to me this is a typical crab in the barrel mentality. Marvin as Chairman of VF&F the buck stops with you. This agressive report only shows your weakness as chairman by blaming everyone else. A ship is only as good as its captain. By looking at all the reports on this it seems you had some issues with these folks before and choose your chairmanship to go after these people. If they are screwing up during the activities it is your job to deal with them not wait until after to blast them on a public report in the house. This is not good and you should be man enough to see that this is wrong. Not attacking your business, but do you blame your staff for the lack of sales and inventory not being available. Blyden you have to look at this better than coming across as a street thug. Leadership means you have to take the flaws and the good in all involved and put them in areas that would deliver the over all goal of the organization. When you manage by fear you get rebellion and lack of interest in the business and people would turn to getting rid of you and not helping the business. You are a good man but dont drink the juice like all the others that cause them to hate the very people who put them in charge. Its only the juice maker that is benefiting not the drinker. MB the buck stops with you. If festival 2012 failed you failed. Not the staff.

      Maybe he realized that these people were loose cannons and had to expose them? You are proving the man's point. If he didn't highlight these things then he would've been blamed for them. Then if he called for their removal, you would call him all kind of bad names. He's putting everybody on the spot which is good, every man for himself. Rhodni defended himself, let's see what the others will do.

        Understood but the President dont go to Congress to Put the Secretary of Defense on the spot as you say. The Prime Minister dont go the Parliament to highlight that the Secretary of State is a loose Canon or put him on the spot. There are better ways and if he has issues with the people on the committee then convene a committee meeting and roll heads. This spotlight public behavior only gave the "bring-in's" or those in the import business to import people now to take over our festival. He as anyone would have issues, that is fine but not in the house and in the press, which is now world wide to try and fix a petty issue like this. It can be done a lot better and with some dignity and grace. You know a leadership quality.

    The Buck stops with the Boss! MB, by this report is clearly unable to manage the Festival and committees. Either he was unaware of what others were doing or he could not control what they were doing. I wonder if anywhere in the report there is a section that speaks to the challenges and concerns with the Chairman's execution of his duties?

    The Festival Report need to include expectations and if those expectations were fulfilled. Rhodni defended himself because he is looking at the bigger picture and not focus on the tunnel vision that was created by this report. If I were the others I would not respond to such rubbish. Massive you remember this. Marvin has been on the Festival Committee for years prior to becoming Chairman. So look at the bigger picture. He is the festival committee. Remember he sells ice at the village and even have a cooler there with ice. Is this a conflict ? You tell us. Did any other tried to sell ice their? who knows. So you need to focus on the bigger picture. He is a good fella and cares a lot for his country from what I gather but he need to do a little better.

    I can understand why Mr. Blyden is now complaining about “the rides were already confirmed” by Mr. Lettsome, even before he was able to see and approve them and the committee had meetings and reported on the progress of how things were going before the festival started. So why he did pull up Lettsome then?

    Wait but the funds were collected each night by the festival accounts person after the Coney Island close. So why funds were always presented to the Treasurer the following day when it was already collected and verified the night before? Something don’t add up here.

    Recommendation, the Treasurer of the Virgin Islands Festival and Fairs Committee needs to step up.

    Mr. Lettsome has done a good job from what we the public have seen with the rides. Past years the rides were not looking good and people spoke out and we saw the change and more, kids had to be a certain height in order to get on a ride.

    Usually when one does not adhere to the guidelines set, fail to submit reports etc, is the first indication that something is wrong. People handling money that does not belong to them have a greater responsibility to ensure transparency and most of the persons on this committee other than MB have personal agenda. If we are thinking of our children's future we must stop the foolish spending.
