Funding identified for restoration of Lower Estate Sugar Works Museum- VI Premier

ROAD TOWN, Tortola, VI- Closed since the passage of the destructive hurricanes, Irma and Maria, in September 2017, the Lower Estate Sugar Works Museum and Art Gallery will be restored, with works set to begin later this year.

This announcement was made by Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7) at his State of the Territory Address titled, ‘Keep Moving Forward: Building a Sustainable Nation' at Noel Lloyd Positive Action Movement Park, on Tuesday, June 9, 2026.

According to the Premier, as the territory repositions tourism for the future, Government is also investing in heritage and cultural tourism.

"History is one of our greatest assets, and that is why Government will shortly begin the restoration and redevelopment of the Lower Estate Sugar Works Museum & Art Gallery, preserving an important historic site while strengthening its role as both a tourism attraction and a community-centred educational institution."

Premier Wheatley said funding has already been identified for restoration works to begin during the second half of 2026 and continue into 2027.

'Full restoration'

The 1780 Lower Estate Sugar Works is an important historic building from the Plantation Era. It was built by the McCleverty slaves and sugar was produced there until the 1940s. 

It also served as a cotton and lime producing factory in the 1900s.

The 1780 Lower Estate Sugar Works was later transformed into a museum featuring life in The Virgin Islands when it was a subsistence economy and its natural history. 

According to the Virgin Islands Climate Change Trust Fund, this project will include the full restoration of the 1780 Lower Estate Sugar Works Museum, including structural works, mold remediation, ground works, and cleaning and restoration of artifacts.

The project will also feature improvements to the visitor experience through exhibition development, enhancement of the art gallery and creation of a café, garden and education room.

Clarification by VINO

Contrary to what some readers may infer from our story, the Lower Estate Sugar Works Museum and Art Gallery restoration project is not being funded by the Virgin Islands Climate Change Trust Fund. This is according to the Office of the Premier. The project is, however, listed on the Trust Fund's website as a sample of the kinds of proposed projects for which the Fund may be applied.

As immigration and globalization continue to shape our society, what concrete steps are being taken to ensure that future generations remain connected to Virgin Islands history, traditions, values, and identity?

      This is not about opposing anyone else’s culture. It is about ensuring that our own culture remains strong, visible, and protected for generations to come.

      The time has come for a serious national conversation about culture, identity, integration, and the future of the Virgin Islands.

    Prioritized the needs of our people experiencing financial hardship over self glorification Premier.such as minimum wages earners, low pension earners, low paid BVIH workers salary, non paid overtime workers, food and other essential blotted prices now most because of high fuel cost shortages, over paid political leaders, self included, price control, high crime rate, etc., etc., etc. The list continuing.that includes new stated having no funds in hand to fund them, empty sycological political promises geared on retaining position of power at the expense of ignorance and greedyminded selfcentered mindset people.

    Try get one or two things you already started finish. Why did you chose to do all 6 miles of Roads From Sea cows bay to west end. Why not do it a Mike at a time, get a mile finished and pave, then move on to the next mile. Why have this long stretch of bad roads then when it's time to pave, it's going to be the machine is down, a lot of excuses...then it stays bad for a very long time...

    It is priceless to protect as much elements of Virgin Islands (VI) ( British) life, history, culture, etc for the quiet, use , enjoyment, etc, for Virgin Islanders yet unborn, as well as for visitors. To the maximum extent practical and possible, the exterior of faculty/buikding should be reconstructed/repaired with original material to maintain the original look. Further, the building’s interior should be conditioned to protect artifacts from deterioration. About a decade ago , I visited the Museum and enjoyed the visit/tour..However, I observed deteriorating (rusting) of some displays. Furthermore, the facility, blue prints, facility contents,etc., should be catalogued and digitized..

      Ed, boi, you could sell ice to Eskimos in Alaska????????. You making a big deal in repairing and reopening this thing. I say just razed the damn thing. There is better use of the land. You said you observed the deterioration of artifacts over a decade ago. You think any effort has been taken since Monster Hurricane Irma to protect the artifacts. Dem big ideas you all have is for big countries. We just trying to make a day at a time. Further, the Road Town Central Library has been out of commission for a while and no effort is being taken to find a home for it . It is not a national priority. So what you think happening to the historical artifacts? Lessness, Lessness, Lessness !
