ROAD TOWN, Tortola, VI – Talented sportsman Franklyn L. Penn Jr is making headlines but this time it is not for his exploits in basketball. Penn Jr is now the second recipient of the Royal Virgin Islands Police Force (RVIPF) Community Spirit Award.

Community Officer Constable Mitchell John made the presentation yesterday, February 18, 2022, at Police Headquarters in the presence of the Acting Deputy Commissioner Jacqueline E. Vanterpool and the Acting Assistant Commissioner St Clair Amory.

According to a press release from the RVIPF today, February 18, 2022, Penn Jr was recorded on video assisting two cruiseship visitors in wheelchairs who were unable to roll on and off the sidewalk while on Admin Drive.

The RVIPF said Penn’s intervention allowed the two visitors to safely return to their ship.

Community spirit 'endemic' in VI people

“We want to continue to recognise those who exemplify the community spirit that is endemic in the BVI and its people. Selfless acts like these, when no one is looking, when persons are going about their daily lives, is what we like to acknowledge and reward,” Constable John noted.

Last year, Constable John and his colleague Constable Emnisa Edwards presented Community Spirit Award to Elmore Stoutt High School student Sweland Charles for assisting a visually impaired resident to cross the highway near the Red Cross.
