Former FS L. Allen Wheatley wants UN to observe execution of CoI reforms

- Points to UK Order in Council as a possible double edge sword for VI

EAST END, Tortola, VI – A Former Financial Secretary (FS) in the Virgin Islands, Mr L. Allen Wheatley wants the United Nations (UN) to send observers to the territory, as the Commission of Inquiry (CoI) reforms are being implemented through a framework agreed to by the Government of Premier Dr Natalio D. Wheatley (R7) and the United Kingdom.

In 1995, Mr L. Allen Wheatley was recruited to be the Financial Secretary of the Government, but never officially assume the post until 1998, during which time he served as FS in training and the substantive post was that of Deputy Financial Secretary.

He went on to serve in his official capacity as Financial Secretary from 1998 to 2002 and Mr. Wheatley made the statement via a Whats App group called “Eyes of the People,” according to sources.  

Double edge sword!

Whithin the 3-minute audio message, Mr Wheatley pointed to the UK Order in Council to suspend the VI constitution as a possible double edge sword and said it places the territory at the mercy of those in the UK Foreign & Commonwealth Development Office (FCDO).

“We need to understand what our situation is in real-time… these guys have full control of us, just like how they take the slaves and whip him.”

“These guys just got us suspended yet again and want to whip us when they want and rape repeatedly when they want, that is not a way for a country to live,” he added.

Mr Wheatley further called for an end to the UK’s neo-colonist rule over the VI which here termed as morally, politically, socially, and spiritually wrong.

“Mr Premier, call the United Nations and have them come here and put a group of people to observe while this COI [implementations] is going on, have somebody check these people from doing what they want when they want,” he added as in the case of the UK being unhappy with some implementations. 

UN Presence could possibly protect VI - Mr Whealtey 

He hinted that a UN presence could work to protect the VI from the UK neo-colonialism and its rule over the VI to even the playing field.  

Meanwhile, While Premier Wheatley has already said that his Government believes the UK Order in Council should be withdrawn, the UK Government may have a different outlook. 

Governor John J. Rankin has already hinted UK Order in Council to suspend the VI constitution may not be removed given its importance as it relates to the United Kingdom's leverage for the VI to implement all the Commission of Inquiry (CoI) recommendations with the exception of suspension of the local constitution.

      Inspire the COI and the recommendations the messed and the corruption continue. .UN is not the solution,. Showing rudeness, disrespect and disregard for Britain is not the solution. As a matter a fact I will not give any vote to any candidate who's being hostile to Britain,, We need firm, respectful objective and forward thinking diplomacy. I see Ronnie as the only one that can fix this country, he has what it takes. I will urge the BVI people to give Ronnie that opportunity .He and I Ain no friend but he has one of my atlarge votes If he has a team 3 votes.       Ummm.. he went to jail for a conflict of interest. It’s one thing to be accused of something and another to actually be found guilty of it. Theft was among the initial accusations yes but he was NEVER found guilty of that! Y’all are soooo quick to run with headlines especially when it’s negative but what y’all fail to do is really seek the truth. This happened 20 years ago and regardless of past offenses HE IS A BVISLANDER who has a right to speak on matters regarding the country just like everyone else!! Oh and since y’all like to reflect, how many “conflicts of interest” have been seen in the government? How many others went to jail for it? Oh.. ok! People like you clearly don’t read to understand cause he never said anything about running to go know where. If you don’t like what he has to say you have a choice, close your eyes and don’t read!

      Hope your past is flawless and you have no skeletons in your closet. Mr. Wheatley was the damn best FS this territory had. He paid his consequences, so his "nonsense " saying that Mr. Wheatley can't make valuable contributions to his country? Who went to jail with him for the same offenses came out and is on many government boards and is the pilot of the largest petroleum/gas company in the territory. Do you have a problem with BS coming out of jail and given the opportunity to use his talents? You people are slime who thinks that a person can't move on from their past. Allen Wheatley will fly because he is intelligent and talented.

    Politricks politricks politricks. Wow! There must be big money because everyone wants in...again and again. We don't forget. As I remember, it was 20 years ago he went to jail for corruption. They just keep resurfacing. Maybe he saw the sins of his ways and want people to listen to him again because he is a changed man. He does make some valid points though, all he said is correct about the U.K. We do need the U.N. to step in before this Governor pushes his way in and destroys us. The Governor wants to go down in history as the one who brought back slavery. We need an intervention from the U.N. ASAP! Mr. Premier, you should have thought of this a long time ago. Stop being afraid of the Governor, he is just another man doing his job for the U.K. colonizers, and it is your job to protect us. We are all family, remember?

      I think Britain made a huge mistake, which is back firing on them. Its always being my position thst no local has the courage, the balls, the character and that fearless warrior in them to fix tbe BVI, A two year suspension was needed. Give Britain the oppoortunty to fix and clean up then hand it back go us, with a set of good practice rules and policies...There is no other way, or this place will forever remained dirty..

      Let me get this right..so while the BVI’s welfare is in a state of emergency from schools, hospital, roads and a million other things, which are all due to mismanagement, theft, corruption, and contracts for mates and brothers.
      But you feel it’s okay to call the Governor racist , he is in this position to ensure the people are not abused and robbed of their tax payers funds.
      Thank god our last governor got the ball rolling or where would we be?

    The UN is comprised of Expats. How come the say of expatriates are now so important in the BVI? How come the UN is not coming in here to look at all the children who were born here and are denied their rights because their parents are from the UN or they cannot trace their grandparents three generations back? Greed, hatred, denial wickedness and corruption have brought us to this point and there we will remain until we repent. "Righteouness exats a nation but sin is a reproach to any nation" .     The unilateral behavior, attitude, and actions of colonial powers towards colonies, protectorates, dominions, etc., and now overseas territories are dated. Before European countries' Age of Discovery and Exploration, Millions of people outside of Europe lived their lives, promoting their cultures and traditions. Led by Portugal and Spain in the 15th Century, the Age of Discovery resulted in a furious unprecedented land grab in the Americas, West Indies, and beyond. The land grab battle between Portugal and Spain was fierce and combative. Consequently, Pope Alexander VI was summoned for a resolution of the fight. Pope Alexander VI issued a papal bull (inter caetera) in 1493, dividing the globe into two spheres (non-Christian areas) between Portugal and Spain with a dividing line running north to south from the Arctic to the Antarctic, some 100 leagues west of the Cape Verde Islands. Despite Pope Alexander VI's papal bull, discontent between Portugal and Spain persists. As a result, the Treaties of Tordesillas (1494) and Zaragoza (1529) made some adjustments to the papal bull. Moreover, it is important to note that the papal bull and the treaties applied only to Spain and Portugal; England, France, Holland, etc., were also greatly interested in the land grab.

    Moreover, the Age of Discovery gave birth to imperialism, colonialism, slavery (the greatest forced migration of a people in human history from one continent to another), and empire-building in the New World. The colonial powers intended to conquer and colonize. With the greater force with weapons and other assets, the European powers overpowered the weaker force in the colonies. England emerged as the dominant empire, encompassing approx. 25% of the globe (the current count is that there are only 22 countries in which the UK has not had influence over) and over 400 million people. The British Empire expanded its influence, power, and control well beyond its borders. Along with other countries/empires, it committed genocide, violence, and murder against indigenous and enslaved people, exploited and expropriated the labor of indigenous and enslaved people and their natural resources. The people in the colonies were deprived of their rights and freedoms, and many still do. The Colonizing powers had/has unilateral power to do what, what, when, where, and how they want with colonies and people in the colonies. The people were second-class citizens. They had no mechanism for redress. The colonial powers were powers unto themselves and accountable only to themselves.

    The exploited labor and natural resources of the colonies, along with the fruits of the slave trade, slavery, and empire, made the UK and other colonizers incredibly wealthy. However, that wealth came at a high cost to the indigenous and enslaved people. In addition to having their labor and resources exploited, their cultural traditions were shattered, among other atrocities. Colonizers had all the power; the colonized naught. Some colonies have attained rights and freedoms, but for others(Overseas Territories), the center of gravity/ center of power still resides in the UK. After WWI, the League of Nations was formed to harmonize peaceful relations among nations. Then WWII happened. Post-WWII, the UN was formed. The UN is a work in progress doing some positive things, mainly a selective paper tiger.

      @E. Leonard, despite William Shakespeare ‘s line in the Tempest about the past being prologue, the past is the past and has little or bearing on contemporary times. It is behind us and is wasted energy focusing on it. Our time is better spent focusing on and building the future. Your deep forage into the past though instructive in helping the curious understand how and why things happened, it does little in helping us navigate out of the current situation. What will be helpful is helping us to look inward and forward, not piercing back at the past as hideous as it may be. Look forward to your response.

    dealing with wars all over this earth. UK can oversee the BVI's 'recovery' from 4 decades of corruption just fine. The UK's Order in Council will stimulate the BVI to incorporate ALL the CoI recommendations for as long as it takes in this reluctant to improve island territory.

We cannot look at just the symptoms; we look at the root causes, the things that have been overlooked the years, the things that others want us to believe that is totally our fault, and that only they can save us from us. Our school curriculum must be revised to teach us local history and relevant things. Most of this is new to me and probably others.

    U need to go and dwell in the past , because all you keep doind reaping up the the past over sbmnd over / when are you going bto tell us about our own history , like the birth of them island people and the purpose and why is it still around in the 21st century , / not forgetting all of ancestors came down on the same slave ships and met the same fate ( were they bought or kidnapped ????
