Flooding possible Thursday to Saturday

ROAD TOWN, Tortola, VI- As of 12:45 p.m. today, October 30, 2024, the Antigua and Barbuda Meteorological Services is monitoring several weather features in the vicinity of the Territory that will create unstable weather conditions beginning later today and continue into next week an advisory from the BVI Department of Disaster Management (DDM) has said.

The advisory stated that there is a possibility of flooding over the next 72 hours and Flash Flood Watches or Warnings may be issued within the next 24 hours or sooner if warranted.

The potential impacts of the unstable weather conditions include flooding of areas with poor drainage, ponding of roads and runoff from hillside roads.

What residents should do

Residents have been advised to take the necessary steps to safeguard property and livelihood today. Meanwhile, small craft operators should exercise caution as sea conditions are expected be unfavourable. Beach goers should avoid the waters during this time.

The DDM is further advising all residents to pay keen attention to updates as weather conditions may change at short notice.

    Stormwater is an integral part of a water utility, which includes water, wastewater and storm. A territorial stormwater/drainage master plan is needed to guide growth and development. Drainage is an important component of the physical infrastructure. As an area urbanized, changed from its insutu state, hardened, etc, the volume and velocity of runoff increases. It is cost prohibitive to construct drainage systems to prevent all flooding events. Nonetheless, drainage attention should be focused on historical flood-prone areas. Drainage systems should be designed to handle frequent recurring rain events, ie, 2-, 5, 10, 25-year, etc, especially in Road Town, the capital city, financial, business, entertainment centre, seat of government, etc, along with other urbanized low lying areas. What is a 2-year rain? A 2-year rain is a rain event which has a 50% chance of occuring at any time. Similarly, a 100- year rain has a 1% chance of occurring at any time.

    Moreover, if natural drainage collection and conveyance systems , ie, ghuts, are altered, provisions must be made to safely and effectively collect, convey, and discharge the runoff.

      To E. Leonard, nice try but no cigar , for Public Works cannot even managed potholes. Who is leading the Public Works Department now? Heard Jeremy Hodge was heading to the RDA or whatever it is called now. The BVI cannot even manage potholes, so it not likely it ( BVI) will attain the level of work, plans, programs, processes, procedures, etc., you are advocating, viz, drainage master plan, design systems to facilitate frequent recurring rain events, designing alternative path for natural drainage systems, if required,,etc. Ah yu does go way, tek up residence elsewhere, cum bak only to visit. In the mean time, the BVI continue to suffer, squandering money, getting poor service, falling behind Bermuda, Cayman Islands, etc in GDP, debt to invest in growth and development, etc.

        E. Leonard, does not a 100-year rain happen every 100 years? On another note, right now we are waiting for the rain to see how much it will flood in Road Town and in Purcell and other low lying areas. When Wickhams Cay was reclaimed and added to Road Town, proper drainage/ discharge provisions for ghuts which discharge into Road Harbour was not taken. . This action is not consistent with the point that proper protection must be taken for altered natural drainage systems to ensure that flooding does not result from altering the natural flow path nature engineered.

          To Quiet Storm: “ E. Leonard, does not a 100-year rain happen every 100 years?” A 100-year rain has a 1% chance of occurring but it can occur at any time; it is not limited to occurring only in a 100 years.

    When property owners along the coast build up their land by several feet to protect against storms and rising sea level, but don’t provide a way for rain caused flooding to make it to the sea, then there is even more and prolonged flooding behind their built up land.
