USVI's Del. Stacey E. Plaskett questions rule preventing OTs & D.C from voting
WASHINGTON DC, USA- Del. Stacey E. Plaskett, the non-voting Democratic delegate from the U.S Virgin Islands (USVI), has challenged the rule that prevents delegates from the Northern Mariana Islands, Puerto Rico, the U.S Virgin Islands, and the District of Columbia from voting for House Speaker.
