O’Neal and 1st District Representative Andrew Fahie that the Virgin Islands (VI) is not the only Overseas Territory requested to send its budget to be pre-approved by the United Kingdom, the main Opposition National Democratic Party (NDP) is refuting that statement, saying that not all OTs are required to send their budgets for review.
