Does the UK have Pilate status or share the responsibility and accountability for any VI governing defects? Former UK-appointed Governor Augustus J. U. Jaspert, mere days before bolting the VI to return to the UK, handpicked Sir Gary R. Hickinbottom to lead a commission of inquiry (CoI) to investigate allegations of corruption in the VI.
