Pickering declared that history was created on January 14, 2013 with the signing of a Memorandum of Understanding (MoU) to formalise the Territory’s commitment to the development of horse racing while facilitating the effective movement of horses between the United States Virgin Islands (USVI) and the Virgin Islands (VI).
