USVI: VIPA Executive Director Carlton Dowe retires as federal charges emerge

FREDERIKSTED, St Croix, USVI- [US] Virgin Islands Port Authority Executive Director Carlton Dowe has retired from the authority effective April 10, 2026, bringing an end to a tenure that saw major movement on airport modernisation, marine infrastructure and other long-planned capital projects across the territory.

USVI signs 10-year agreement with Royal Caribbean
