Wheatley (R7) has described as "disingenuous" a letter from the Chairperson of the Marine Association of the BVI, Mr Andrew Ball, who claimed there was no consultation on the amendments to the Commercial Recreational Vessels Licensing Act and that persons in the marine industry were afraid of being victimised for speaking up.
