Sylvan Penn for October trial in boat theft
ROAD TOWN, Tortola, VI – Parham Town resident, Sylvan Penn, told Justice Vicki Ann Ellis when he appeared before the High Court last week on a charge of theft that he was without legal representation because it was too costly for him to afford an attorney.
