Excellence in Customer Service CXC Programme launched in VI

ROAD TOWN, Tortola, VI- Dr Eduardo R. Ali, the Pro-Registrar and Deputy Chief Executive Officer of the Caribbean Examination Council (CXC), has praised the launch of the Excellence in Customer Service CXC Programme in the Virgin Islands as a significant step towards transforming public service.

The programme was officially launched in the Virgin Islands on Wednesday, June 3, 2026 and is a collaborative effort between the Virgin Islands Public Service Learning Institute and the Caribbean Examination Council.

During the launch ceremony, Dr Ali emphasised that the goal of this programme goes beyond certification through the global recognition that CXC offers in the Virgin Islands. It also includes training facilitators who will lead the initiative in the Virgin Islands. 

He added that CXC aims to expand this training across the region.

Programme is a world-class model 

Dr Ali noted that the regional examination council views this programme as a means to establish a world-class model for public service in the region, asserting that transformation is essential for achieving the necessary changes. 

The Deputy Registrar further stated that the Virgin Islands now has the opportunity to utilise trained facilitators who can provide the excellent training required across various territories where CXC intends to launch this programme. 

“That is our intention. We've had discussions on that over the last few days. Because we believe, as you continue to model transformation in the public service, and your people who are the investors in that process, they are now in a position to lead the transformation process, working with other territories, who I intend to go through a similar pathway or journey.

"And so, that is really the plan, as we work together with Vipsley, and, more specifically, through the deputy governor's office, to see the vision that was shared with us realised," he further added.

Programme is CXC tailored

Meantime, Dr Connie E. George, Director of the Virgin Islands Public Service Learning Institute, stated that the Excellence in Customer Service programme is now a CXC-certified curriculum tailored specifically for the public sector in the Virgin Islands. 

“It looks like what we want based on our customer service framework. Not a generic course or repurpose for our private sector, but a programme designed with the unique pressures and accountability of public service delivery here in the Virgin Islands,” George added.

She said that the programme consists of various models, structured instruction over several weeks, and a final assessment that must be passed to receive the CXC certificate of completion. 

Fifteen public officers from across the Virgin Islands have become the first cohort to successfully complete the course and have earned their CXC certification in customer service after passing the final assessment.
