ESU not going back to MNR&L - Premier Smith

ROAD TOWN, Tortola - The government of the Virgin Islands (VI) says the Employment Services Unit is best placed under the Ministry of Education and not the Ministry of Natural Resources and Labour.

The question of relocating the unit was brought up at the Ninth Sitting of the Second Session of the Second House of Assembly on May 14, 2013.

The question was posed to the Premier and Minister of Finance Dr the Honourable D. Orlando Smith by Representative of the Third District Honourable Julian Fraser, RA, when he suggested that the department is "best suited" under the Ministry of Labour where it once was.

"It is my considered opinion that the programme as it exists today is best placed in its current location within the Ministry of Education and Culture." Premier Smith had responded.

As at May 14, 2013 one hundred and five (105) youths were placed in jobs and there were 18 positions pending. This does not include the 65 individuals who were on the apprenticeship programme with the Ministry of Communications and Works.

In supporting his position, Premier Smith said that it was with a mandate for youth development that the youth unemployment register started in the Ministry of Education and Culture in November of 2011. The programme was officially launched in January of 2012.

"The aim is to help the many unemployed youths find employment in the Territory. In order to do so it was found that they would need to go through some training in some critical areas in order to be ready for the workforce." noted Premier Smith.

He said that over 200 of the almost 500 who were registered at that time and had attended workshops, were exposed to developmental skills of writing a winning resume, interview skills, dressing for a position, filling out forms etc.

The House was told that the government had retained the services of Mr Albert Wheatley to continue working with the young people who continue to register with the programme.

"Mr Wheatley continues to work with the young people preparing them for interviews and helping them with their application letters and resume. He also continues to help find placements for them and follows up with the employer as well as the young people to see how they are doing from time to time," said Premier Smith.

    The Minister for Education needs to concentrate on the dismal state of the education system and leave labour matters to Pico at the Ministry of Labour.

    Would some HR Expert, by formal education, explain to the BVI government that Labour is all about Employment Services for the entire workfoece of the country and not just the youth? Where would the employers place their vacancies? Wil all job seekers now go to Education or Education website to look for a job? Is the BVI Labour Department just for processing work permits? They should be better advised by those Consultants that are paid so very well. Job training, job fairs, job placement, employment seminars etc. Should all be coming from the LABOUR EMPLOYMENT SERVICES OF THE BVI LABOUR BEPARTMENT and NOT the Ministry of Education. Let Education form its own unit to prepare youth for employment through the Labour Employment Services. Please do things the right way for the improvement of your people and great country.

    These guys are trying to confuse people!! Labour still have their employment division that assist people in that regard. You can register over there and they call you when there are openings. The YOUTH unemployment program is run by the Education Department and they are two different things. Fraser trying to cause confusion by saying Myron is out of place but he's not. Myron focuses on the youth training/employment while Labour deals with the general inquiries in that regard. I don't see anything wrong with that. Further, Education and Labour need to overlap when it comes to employment as it's Education that are responsible for issuing scholarships. If they have a better understanding of the expertise needed in the BVI then they can advise the youth seeking scholarships accordingly. Just look at how much permits we issuing for Accountants, Auditors, Doctors, AC Technicians, Mechanics, Barbers and more then gear the youth towards these industries in their studies. It's not rocket science man. If these men cared about people they would push common sense and stop this senseless b.... b...ing. It's clear Fraser Fahie and the rest favor Doc Picko over the others for what reason I don't know and don't care but the solutions are easy. Fraser's solution to unemployment was to have people cut bush instead of finding consistent ways to make a dollar.

      Its a darn shame when you have to come on here blogging for yourself. Get your a** up and deal with the matters of education and leave the Labour matters to the minister for labour. At the end of the day its our young people will suffer first, then the territory for a second rate education system. All you are concerned about is being re-elected. You need to stop worrying about what kind of relationship Fraser has with Pickering and worry about your self.

    These people should be ashamed to report that persons graduating from a Secondary education need additional assistance with writing essays, preparing a resume and preparing for interviews. What the hell are they teaching at the BVI High School.

    The qualifying word is employment, thus it belongs under the umbrella of Minsitry of Labor. M.... already have messed up the eduation of our children and the economy of the country is placed under his watch? BIG MISTAKE! The NDP has two more years to further screw up the affairs of this country.
