Eslyn Henley Richiez Learning Centre officially opening this Monday
Established in 1972 as the Fort Charlotte Children’s Centre, it serves children with special needs, playing a significant role in the Virgin Islands’ education system for over five decades. It was devastated by the hurricanes of 2017, a press release from the Ministry of Education, Youth Affairs and Sports stated on October 10, 2025.
The project was implemented by the Recovery and Development Agency (RDA), and construction on this over three-million-dollar project began in 2023 by Autland Heavy Equipment Co. Ltd.
Fit for purpose, modern facility
According to the release, the school, throughout its history, has adapted to several relocations, reflecting the ongoing commitment of educators, families, and the wider community to ensuring consistent care and learning support for its students.
The reconstructed EHRLC provides a fit-for-purpose facility, a modern, well-equipped environment designed to accommodate up to 30 students with diverse abilities.
“This opening marks a significant moment in advancing educational access for students with diverse learning needs, as the Territory celebrates the establishment of a permanent, purpose-built space dedicated to supporting inclusive education,” the release stated.
Students have already begun using portions of the facility, and Monday’s official ceremony will commemorate the fulfilment of a long-awaited vision for the centre.
The new structure offers four classrooms, two exterior learning spaces, a sensory room, a therapy room, a media room, a multipurpose hall, a hygiene room, a nurse’s station and quiet areas for reflection in the rain and sensory garden.
The release added, “These spaces were designed to support a wide range of learning styles and create a safe, accessible environment that reflects the principles of inclusive education.”
