Elected Officials lambast 'inaccurate' Audit Report on Covid Assistance Grants

ROAD TOWN, Tortola, VI- The Auditor General Sonia M. Webster is at it again with what has been described as another inaccurate Auditor General's Report, this time on the House of Assembly’s Covid-19 Assistance Grants given out by Members of the Fourth House of Assembly (HoA).

Opposition Member Hon Melvin M. Turnbull (R2) defended all his grants and cleared the air regarding giving support to a member in his district who happens to be the sister of an elected Member.

Nowhere in the rules does it state that family members of elected officials were not eligible for grants, and it is a known fact that the entire territory faced hardships during the COVID-19 pandemic.

For his part, Opposition Member and veteran legislator Hon Julian Fraser (R3) also strongly defended his grants distribution and explained the small improvement to his office for safety measures, in light of the deadly pandemic that had many residents afraid.

All elected Members who spoke at the Second Sitting of the First Session of the Fifth House of Assembly on Thursday, July 13, 2023, when the report was laid on the table of the House, agreed that the Auditor General “took issues way out of context and left the wrong impression with the public that elected members did something illegal or wrong”.

In addition, none of the elected officials were even interviewed to seek an accurate picture.

Was there a motive?

This has raised many concerns with the public and social commentators over the legitimacy of Ms Webster’s report, which was requested by Governor John J. Rankin, CMG.

Minister for Communications and Works Hon Kye M. Rymer (R5) noted that he “had no issues with the audit of his funds” but there were instances where Ms Webster failed to explain some of her figures.

In addition, the Minister for Health and Social Development Hon Vincent O. Wheatley (R9) noted that he “did not collect a dime for using his own private office”.

In his wrap-up, Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) noted that he “begged for residents' names to be redacted from the document” but without success. He opined that “There’s nothing in the guidelines that said persons who were public servants couldn’t get grants. So why are these persons being embarrassed for getting a grant?” Premier Wheatley asked.

He said at least “the report did not find any corruption in the distribution of the funds”. Many believe this report is another part of the witch-hunt to go after the political class, when in fact all they were trying to do was help residents in the middle of a deadly Covid-19 pandemic that shut down economies all over the world. The Virgin Islands was not immune to the adverse effects of the pandemic.

This is not the first time Ms Webster has done reports labeled as one-sided; however, all Members speaking noted that they support the work of the Auditor General.

      ... there is no good reason for the names of the individuals to be deleted in the report. The names were not deleted in the CSC report or the belonger report - why are they deleted in this report - possibly because so many of them are senior public servants who, having apparently opened themselves up to criticisms that they abused their power, are still in office.
      Let's have the names please!

    Mr Premier they had a government job and were getting their full salaries everymonth. What aboit those persons who coulnot work because of the pandemic and therefote had no income. Be honest, some people got grants who didnot need it, while the needy had to suffer. Give me a break with all the flimsy excuses

    All the career politicians have something to say, that's how you know the audit caught them. As the audit points out, its that the grants rarely followed the processes required in order to provide funds, things like providing proof that the funds are actually needed, or if you are already applying for funds elsewhere. If pointing that out is one-sided then you have a thoroughly mucked up understanding of what accountability looks like.

    I applied,sent in my supporting documents and received my grants, I received $6,500 total between 2 HOA Reps. My name on the list and am very thankful. You people going always have a problem with everything. I Ain't watching who go more or how much than me or who didn't applied and received. I needed the help at the time, I ain't committed no crime and that was my little help and I give thanks. Who vex vex and just like everyone in the BVI I paid my monthly and yearly taxes. Ayo keep hate and worry about other people and not your own priorities.

    What this really shows is how embarrassing this is for the elected members who were involved at the time. True leaders would accept the findings and commit to ensuring it never happens again. True leaders would not spend hours berating one of our own and probably the most honest amongst them. Keep going Ms Webster the vast majority here admire and support you and the guilty few will naturally cry foul! smh

    But how would you feel knowing that someone else also applied. Didn't send in the correct documents. Didn't need the assistance, was still receiving a full salary from their place of work AND received 10x the amount that you received in grants. Also - there were hundreds of people who applied, gave in all the correct documents, lost their jobs during the pandemic and didn't receive a cent. You have to look at the whole and see that corruption happened. You also have to be mad about it. Because it may have benefited you this time, but trust me... it benefited someone who didn't need or deserve it a whole lot more and our country needs basic infrastructure that could have been done if this kind of corruption wasn't normal and accepted.

    Look all we needed was the funds to be dispersed evenly then everyone would be happy. If you can vote you should get a grant when pandemics or disasters hit.

    Structure yes but do not say giving money to people who need it is wrong. The rich & poor applied for assistance and both rich & poor received.

    Eveything considered I think the tone of report is biased because all of this happened during the start of COVID fever where people were throwing relatives out of the house for refusing to be vaccinated imagine that. People were losing their job for the vaccine all kinds of crazy was in the air along with the virus.

    Tourist stopped coming... it was a situation where something had to be done rather than nothing.

    This is so appalling there is no words! That money was meant for persons who were not working and had no other means to put food on their table rent etc. Not for ministers family. They were still getting paid and could have more than give assistance. There were too many persons catching hell for them to go take that money and pay government workers bills. And ministers families. I am sooo mad at this. It is sickening.

    Mitch has lost his way and Slowande is a buffoon. I have lost all confidence in both of them as young leaders and that didn’t just happen because of this report. They have proven that they are not good leaders. Their careers looked promising but I guess they have fallen victim to our rotten political culture.

They have to work two jobs to make ends meet and to put food on table for them family. The BVI vote for this polítican so there could help everyone but these polítican did not. Look here its the same políticans the BVI voted back in to power. No increment , no financial assistant, nothing to help the Community. The road not fix and People who apply for the covid assistance not everyone was helped. That mess up, but we must not hate the people who apply. The polítican no better and should done better. This list was edit and block name out. Them really need to put out the full list. Its got alot more people who got money.

    If you whine and act outraged after that announcement on public radio cmon be happy for the people that needed and got. Someone came on and said it helped then in a time of need and you all dislike the comment.

    This is a perfect example of why the people of the BVI fear independence. Imagine, our politicians have had Britain breathing down their necks for years, yet they choose to engage in this type of lawlessness behaviour. At this rate, we will all be dead before the BVI is in a position where the public would support such a move.
