ROAD TOWN, Tortola, VI – Virgin Islands Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) has indicated that his brother, Mr. E. Benito Wheatley; who also serves as Special Envoy of the Premier, was the main interlocutor in BVI-UK discussions on the CoI recommendations since early May, 2022.

Majority in VI cherished democracy - E. Benito Wheatley 

Ahead of the negotiations, Special Envoy Mr Wheatley had told the United Nations Pacific Regional Seminar on decolonization in Saint Lucia held on May 11, 2022, that the majority of the [British] Virgin Islands (VI) cherish democracy. 

There it was also revealed that the Government of Hon Natalio D. Wheatley (R7) had submitted a proposal to United Kingdom (UK) Minister Amanda A. Milling on behalf of the National Unity Government that sets out the Government’s approach to reform and presents a framework for implementation of the recommendations of the Commission of Inquiry report under a democratic system.

“The Government believes this is the most desirable approach, especially since the Governor is constitutionally responsible for the Public Service, security, and administration of the courts, while the elected Government is constitutionally responsible for managing the rest of Government," he told the UN.

Mr Wheatley said the proposal was submitted on May 10, 2022, with the hope that the UK Government will accept the proposal and will be willing to partner with the VI Government to help the [British] Virgin Islands become the model democracy that its people desires.

Public thanked for patience 

Meanwhile, Premier Wheatley also thanked the VI public for their patience and calm during the negotiation period and noted, “must face the challenges ahead together as a community. I call on everyone to be a part of the positive changes that are taking place to strengthen us as a people and to not be bystanders as we transform our Territory.”

The Premier said the way forward now provides a greater political certainty that will lend itself to a more stable economic environment.

“This will in turn benefit the financial services industry, tourism industry, construction industry, and other sectors of the economy. As daily life resumes, I want to assure the public that the Government of National Unity will continue to work in the best interest of the people of the Virgin Islands and that reform will remain our top priority.”

      He is the non-partisan Diplomat in charge of International Relationships for the BVI for years now. Same one who was the face of the BVI during the aftermath of hurricane Irma when we had no electricity or voice to the rest of the world.

        In charge of international relations? The person ‘in charge’ of international relations is the public servant in premier’s office who heads the international affairs secretariat, not B Wheatley who is a consultant and special envoy TO THE UN. It does not help that his brother, the Premier, now unofficially expands B Wheatley’s title as he did at the end of his statement (which was most likely written by B Wheatley anyway) on the UK decision last week. No one means to be ungrateful for this gentleman’s contributions but he should not be parading on behalf of the Government stealthfully behind the backs of others in the Government whom the people elected.

      Benito Wheatley is a BVIslander, born and bred. Bought up with good Christian and civic values. He is educated and inspired by love of Country and adherence to traditional values. We thank God that he is here to advise, and yes, for the majority, for such a time as this.

      I agree with Red Home. I am sure that there were impit from the other members of the Unity Government and others. Why is the Premier only given his brother all the props? This does not bode well for good governance.

    When we don't know people or of an individual there is no need to speak or type ignorance. Well then go represent your self to the UK. Mr. Wheatley is an honorable man and has been in the forefront defending us a very long time. He is no new comer to what has and what is happening to and in the territory. This has nothing to do with his brother been elected as a political leader.

    Just stop our foolishness and embrace the fact that we have representation and a man who knows what he is doing to help us to embrace change.

    He is a brilliant man and he has integrity. So don't think because his brother is in council is why he is championing our cause. He has been doing it long before.

    B Wheatley is neither elected nor a public servant. His work was doubtless valuable. However, in the spirit of the very same transparency that the CoI Report promotes, the so called Unity Government (and not just the brother of the Premier) should have been more involved in drafting the proposal.

    Thank you Benito for helping the Government to secure the opportunity to implement the COI Report recommendations as opposed to the UK taking over. We at least have a chance to make the changes we need to be a better society.

    ive said it before and i.ll say it again....the Unity government ( and who ever else had input) have done what needed to be done to make sure BVI government still has a foot in the door going forward. They have fought for a chance to proove to the UK that they can acheive these reforms within the timelines. Some say they sold us out...I would say they realized ( probably with the help of the govenor) that there really wasnt a choice but to show UK a willingness to do what is required to still retain control. Govenor is only reserving the right to step in IF Unity government do not fulfil ther commitments...which is much better than the alternative of full and complete direct UK rule...i know id rather have someone representing us from BVI Government in this going forward.
    So I say we should commend the Unity givernment ( and the governor for that matter) for crafting this outcome which is ultimately better than full direct rule. UK only step in if we screw it up......so dont screw it up ! Play the long game, build on this opportunity to show UK that we can indeed meet deadlines, show them that we are not some adolecents who shout and scream if we dont get our own way. Weve been presented a challenge, lets rise to that occasion
    I.ll be the first to point fingers at Unity government for failing if Govenor has to step in, but lets guve Unity Gov a chance, our full backing and support going forward...we NEED them to succeed for the betterment of this country and its people. This is history in the making , a pivitol moment in the future of the BVI and i would say the very building blocks of self determination and indipendence and if the price for that is oversite by UK for a relitavely short period of time then i would say that is a wise investment for us all to make.

    Very good article 'Just Sayin'. You have identified the key points for us regarding the way forward. Additionally, you have identified the key players in the game - Governor, Premier and Unity Government. Benito Wheatley could have given advice, but the final decision rested with the Unity Government to accept or not accept. Furthermore, the Premier should have not singled out his brother for all the praise. We know there were at least several other proposals that went forward and that were rejected. He should give his brother credit for those also. The whole aim is to improve good governance and the Premier should be mindful of that and not continue to engage in cronyism
