Dr Kedrick D. Pickering appointed VI's Climate Envoy
Premier Dr the Honourable Natalio D. Wheatley (R7) announced at a press conference on Friday, December 12, 2025, "Dr Kedrick Pickering has accepted my invitation to serve as Climate Envoy, with additional responsibilities related to sustainable development."
He thanked Dr Pickering for his "patriotic decision" to serve in this capacity, adding that he looks forward to working with him to further the Virgin Islands' interests at home and abroad.
Dr Pickering laid the groundwork
Meanwhile, Deputy Premier and Minister responsible for Environment, Natural Resources, and Climate Change, Hon. Julian Fraser, RA (R3), acknowledged Dr Pickering's appointment during the press conference.
"During the time of those two previous administrations, this groundwork was laid, conducted under the leadership of none other than Minister Dr Pickering," Hon Fraser noted.
Climate Bill for the VI
Hon Fraser also announced the introduction of a Climate Bill, stating, "While it is true that we, as a territory, contribute only a tiny amount when compared to the rest of the world regarding climate change, we do contribute, and we are committed to acting responsibly."
He added, "This is why we are making significant progress toward introducing an environmental bill that addresses nearly every aspect of our existence impacted by the environment."
Hon. Fraser said the Virgin Islands government is confident that the people of the Virgin Islands will work with them in navigating these uncharted waters, as it must be done together.
Hon. Fraser emphasised, "We are confident that the people of the Virgin Islands will work with us in navigating these uncharted waters. We have to do this together."
"What you will witness here is a significant step in the right direction, because unlike in the past, where it was always a case of 'my idea is better than yours,' this initiative is about collaboration. It works, so why not perfect it?"
Previous governments tried introducing environment-related bills
He reflected on the moves by other governments to introduce environment-related bills, stating, "While governments often destroy rather than build, this government chooses the path of continuity, ensuring positive results."
"Two previous administrations were responsible for adopting a national climate change policy in 2012, which led to the formalisation of the Virgin Islands Climate Change Trust Fund through legislation in 2015. We intend to build upon what is obviously a no-brainer," he stated further.
