Dr. Connie E. George now first Director of VI Public Service Learning Institute

ROAD TOWN, Tortola, VI – A former Chief Education Officer, Dr. Connie E. George has been officially appointed as the first Director of the Virgin Islands Public Service Learning Institute, effective June 18, 2024, and comes following a period of her assignment as the Interim Director of the Institute, since its launch in August 2023.

A release on the appointment detailed that Dr Deorge brings a wealth of experience in Education, having served as a Teacher, Part-time Lecturer, Assistant Principal, Deputy Principal, Education Officer II and most recently as Chief Education Officer.

“Dr. George’s appointment as the Director of the Virgin Islands Public Service Learning Institute marks a historic development in the Public Service as we prepare the next generation of leaders and build the overall capacity of the organisation. She has a proven track record in the Education sector and we are confident that she will continue to deliver with that same excellence as Director of VIPSLI,” Deputy Governor, Mr. David D. Archer, Jr. said,

Dr. George has earned a Diploma in Education, Associate of Art in Biblical Studies, a Bachelors Degree in Education and Administration, a Master of Arts in Curriculum and Instruction, a Certificate in Education, Educational Management and Supervision, a Professional Certificate in Human Resources and a Doctoral Degree in Organisational Leadership. She is also completing a Diploma in Human Resources.

August 2023 Launch of Institute 

Since its formal launch in August 2023, Dr. George has served as the Interim Director of the Virgin Islands Public Service Learning Institute. She is credited with establishing the framework and foundation for the Institute, as well as leading the charge for the advancement of learning and development within the Public Service.

Dr George said, “I have dedicated my life to the Public Service and the development of Education at all levels in the Virgin Islands. Education is truly the key to success, and we must continue to invest in the expansion of our understanding. The power of any people is found in their knowledge, and I pledge to forever work toward the advancement of the knowledge, skills and abilities of the Public Service and Virgin Islands at large.”

She said today, to sit as the first appointed Director of VIPSLI is truly the honour of a lifetime, “I look forward to continuing to work with public officers as we seek to advance and transform the Public Service.”

In June, the Virgin Islands Public Service Learning Institute reported that more than 1400 public officers had received learning opportunities from the institute thus far in 2024. This represents approximately 50% of the Public Service’s population.

    I'm wondering though. With all that is going on within Government and Statutory Bodies....isn't this an act of duplicity? You have tertiary education available for all. Wouldn't the programme be better served if it was offered at HLSCC?

    I'm all for empowering our people. I'm all for our people being in Leadership positions. What I don't understand is:

    1) Succession Planning seems to be something that Government fails to plan for
    2) A thorough overhaul of the Public Service is needed - a) assessment of job duplicity b) assessment of where persons need to be moved/re-assigned c) merit based increases resulting from work actually completed as opposed to increments (increments generate a form of entitlement and consequently you have the public poor-performing public service that you have now)

    The summation of all this is....Did you THINK this through? Or is it an appointment of someone who has a litany of degrees, but doesn't really know how to work or implement a plan of action or a proper program? I could go on, but why bother? We seem to kick the can down the road and ignore the fact that we perpetually make poor, thoughtless decisions that exacerbate the contribution to societal ills fermenting at the surface.

    But we carry on and behave as though all is well

    Having watched the standard of education decreased to an embarrassing state under her helm.i just cannot fathom this appoinent. Shame on the BVI.

    - Is the Virgin Islands Public Service Learning Institute a replacement for the Training Division? The department that used to be upstairs RTW then relocated to Wards Building.
    - Is the Training Div even still around?
    - If not, why and when were they shut down?
    - if yes, then what's the difference between the two?units?
