Dominican gets $70k bail for EE dangerous driving death incident

ROAD TOWN, Tortola, VI – Dominican national, Hillroy Frank, was offered $70,000 bail when he was brought before the Magistrate’s Court on October 14, 2013 on the indictable charge of causing death by dangerous driving.

He was not required to offer a plea to the charge.

Frank, who is represented by attorney Stephen R. Daniels, was charged with allegedly causing the death of Patricia Lettsome following a vehicular accident on Old Plantation Road, East End on May 18, 2013. Lettsome died on June 1, 2013 at Peebles Hospital.

At the time of the accident, Frank was allegedly driving a blue truck (PI243) headed towards Josiah’s Bay while Lettsome was driving a silver-grey jeep (PV16801) headed towards Blackburn Highway. Both vehicles collided during the incident which resulted in Frank’s vehicle being forced off the roadway.

Although both drivers reportedly complained of pains following the accident, Lettsome, who had to be cut from the driver’s seat, later required medical treatment and succumbed to her injuries days later.

The matter is expected to be heard at the High Court because of its indictable nature.

The defendant was arrested on October 11, 2013. Senior Magistrate Tamia Richards instructed that two signed sureties, along with a cash component of $7,000, be attached to Frank’s bail.

As part of his bail conditions, the defendant was further ordered to report to the East End Police Station three days per week; surrender all travel documents; surrender his BVI and all other driver’s licences; and is prohibited from applying for or obtaining any driver’s licences from the Department of Motor Vehicles (DMV) during the course of the matter.

Frank was subsequently remanded to prison after failing to post bail.

He will return to court on November 22, 2013.

      An accident is just that. Not done on purpose. Speeding and driving recklessly, knowing full well you can kill someone is unforgivable and that should be premeditated murder, because you knew your speeding would kill someone and you didn't care. I have no sympathy for him and he took a innocent woman's life.
