ROAD TOWN, Tortola, VI- The Virgin Islands unelected Governor Daniel Pruce’s selection of retired Gibraltar Police Commissioner Richard Ullger as interim head of the Royal Virgin Islands Police Force (RVIPF) is drawing intense scrutiny, given Ullger’s deeply controversial and widely criticised tenure in Gibraltar.

Mr Ullger, while serving as Deputy Commissioner and later Commissioner in Gibraltar, came under scrutiny during a special Commission of Inquiry (CoI) examining the purported forced retirement of former Gibraltar Police Commissioner, Mr Ian McGrail.

Destroyed Evidence

That Inquiry revealed that Mr Ullger was not only unable to substantiate many of his claims against his former superior but also, after taking office and providing his witness statements, had been unable to recover daybooks, documents, or devices used by Mr McGrail prior to his departure. Mr Ullger later admitted to having destroyed certain documents after submitting his testimony.

During proceedings, Mr Ullger also reported that a total of 22 police officers had left the Royal Gibraltar Police following job offers within Government services, with 18 now employed in government and four retired. Although all had offered evidence to the Inquiry, only one statement was deemed relevant by the Chairman, according to media reports in Gibraltar.

In addition, under questioning by Sir Peter Caruana KC, representing the Government parties, Mr Ullger conceded to further operational failings within the Royal Gibraltar Police, including the non-execution of the search warrant in a high-profile operation.

Governor Daniel Pruce, despite Mr Ullger's history, has recommended the UK national to head the Royal Virgin Islands Police Force. Mr Ullger has been cleared of all the alleged wrongdoings. Many residents see this as a double standard, as Comptroller of Customs Mr Wade W. Smith has also been cleared of all wrongdoing in a court of law in the Virgin Islands, but still has not returned to his post.

Many public officers have been sent on leave for years over less damning allegations than those against Mr Ullger. One example is Ms Najah Christopher, who has been off her job (charged) for over three years for simply writing a letter stating that former Premier Andrew A. Fahie was Head of Government at the time of his arrest and should have been considered for diplomatic immunity.

A lower court has already tossed out the erroneous case that has no merits, but the Governor, it’s alleged, has ordered the Director of Public Prosecution to appeal.

      Only a Crook would push to have another alleged Crook to oversee our Police Departnent. Reading about Ullgers past, we don't want him here!!! Pruce's decision has shown us who he himself really is.

    Who knows about the Blitz List, a true story about how a police detective uncovered corruption in the London UK Metropolitan Police and authorities tried to cover it up and that officer took matters in his own in subversive way, the alleged corrupt officer disappeared without a trace.     Why is always have to be a white commissioner from England? Well, I guess that black people does not live in England. Why they can't send a black commissioner or governor to the BVI? Now we have a local female black commissioner to be confirmed to be commissioner, the now governor is will to demote her to bring in a corrupt white commissioner who's name was involved in all sorts of wrong doing and still the governor is still stand his ground for this man. This is what I say to that, get rid of the both of them and let's stick with our own

    Bring in the white man from the UK with his whip and chedkered past to get things under control, while some of our BVIslanders are still at home unemployed for doing their job!

    Because being white and a UK national is always what’s right and best for the Territory, right? SMH.

    It seems as if no one is paying attention to what’s happening in the Region. Unlike the USA, the UK doesn’t need to come in with force, troops, or warships. Most Caribbean countries were, or still are, Overseas Territories or Colonies (OTCs). They’re quietly stepping in and reshaping leadership to fit their own agenda. This is bigger than just Ms. Vanterpool not getting the job as COP!

    Something is definitely rotten in the state of Denmark/Road Town /London. Is there something to the saying that wh et ever there is smoke there is fire? Consequently, should someone with such ( alleged) stealthy, shady, dark cumulus clouds swirling over them from another policing entity be strongly considered for leading the Royal Virgin Islands Police Force ( RVIPF)?? What does it say about the leadership, character, judgement, decision making, etc, of the UK-appointed Governor Daniel Pruce? Is he willing to readily overlook such performance challenges if you are White, embracing you with seemingly warm and opened arm, spending a proverbial silver bullet if needed? But if one is black, woman, etc, get back , no matter your experience, knowledge, training @, educated, demonstrated positive performance, etc. Is the Foreign, Commonwealth, Development Office ( FCDO) condoning this behavior, poor decision making by the Governor? Does the FCDO even know what the man in Havana is doing? Government needs to ensure now that the FCDO is apprised. Further, DCP Jacqueline Vanterpool got railroaded, used, etc. She was slaughtered on the altar of colonialism, for the benefit of White Britons.

    Indeed, this is about the leadership of, confidence in, etc,, of the hiring officer, candidate,/applicant, and supervisor. A flawed leader will faced a myriad of challenges. Subordinates will have questions, lack confidence in, exploit leaders, flaws, weaknesses, etc.?, resulting in good order and discipline being adversely impacted.

A woman of the soil, doing a darn good job, or a sleazy Caucasian with a shady past? Lets take the white man for $1000.00 Alex. Its sad to see how they trat us. That's what we get for teaching them how to adjust to life outside the cae.
    They lied and told us they civilized us in Africa. When in truth we taught them how to to sh1+ where they eat. Taught them to bathe, taught them hygiene, to read, medicine, taught them as if they were children. U now, they're like devils. Like a roaring lion, all they kow is o steal kill and destroy. I expect no better.
