DMV now wants proof driver's license from another country is valid
As part of this regulation, all applicants seeking to obtain a driver’s license in the Virgin Islands, and who currently hold a valid driver’s license from another country or jurisdiction, will be required to provide a Driver’s License Report.
This report must be obtained from the relevant authority in the country or jurisdiction that issued the applicant's current driver’s license.
Verifying validity
According to a recent announcement on the Department of Motor Vehicles' official Facebook page, the Driver’s License Report is a crucial document that must verify both the status and validity of the applicant’s existing driver’s license.
It added that any applications submitted without the necessary Driver’s License Report will not be processed.
To facilitate a smoother application process, individuals are strongly encouraged to obtain the Driver’s License Report before submitting their applications. This proactive step will help to prevent potential delays and ensure that the transition to obtaining a Virgin Islands driver’s license is as efficient as possible.

Does the Government have confirmation that every country and jurisdiction in the world issues a document called a "Driver's License Report" or an equivalent record?
Many countries require applicants to request driving records in person. How does the Government expect applicants already residing in the BVI to comply if they would have to travel back to their home country solely to obtain this document?
What is the maximum age of an acceptable Driver's License Report (e.g., 30 days, 90 days, 6 months, 1 year)?
Will electronic copies be accepted, or are original hard-copy documents required?
If electronic copies are accepted, what format will be considered valid (PDF, digitally signed document, online verification portal, email directly from the issuing authority, etc.)?
If original documents are required, will certified copies be accepted?
Will documents in languages other than English require certified translations?
If translations are required, who may provide them and what certification standard will be accepted?
What specific information must appear on the Driver's License Report for it to be accepted?
Is the report required only to verify that the license is currently valid, or must it also show driving history, demerit points, suspensions, convictions, or accident records?
Will the DMV publish written guidance identifying accepted documents and procedures for the major source countries represented in the Virgin Islands?
Given the multinational population of the BVI, what assessment was conducted to determine the impact of this requirement on residents from different countries and licensing systems?
Will applications already in progress before 19 June 2026 be grandfathered under the previous requirements?

Increasing the barrier of entry, does not maketh a good driver. I can assure you that there people in the BVI with a Valid license, who only know how to press gas and avoid their side of the road. Never have I seen folks who drive on the left, in the left lane, being unable to hold the left.
