ROAD TOWN, Tortola, VI- Drivers of taxi and livery motor vehicles will now be subject to demerits under the Demerit Point System, which has been approved by the Ministry of Communications and Works.

According to a February 4, 2026, press release, the approval was granted pursuant to Regulations 8(1) and 8(3) of the Road Traffic (Taxi and Livery Commission) Regulations, 1997, as amended, and authorises the Commission to enforce the Demerit Point System with immediate effect.

Operators have been encouraged to familiarise themselves with the Demerit Point System and to fully comply with all applicable laws and regulations.

Poor conduct/improper operations 

The release explained that the purpose of the Demerit Point System is intended to promote safe, lawful, and professional conduct within the taxi and livery industry. The system also aims to identify, penalise, and deter repeat offenders of traffic and regulatory laws, while streamlining disciplinary and enforcement processes.

A demerit point is a mark recorded against a taxi or livery operator for poor conduct or improper operation of a transportation-for-hire motor vehicle. 

The process 

The release continued that taxi and livery operators will begin with a zero demerit point balance under the system. Points are issued for offences relating to non-compliance with regulations, unsafe driving practices, vehicle condition, intoxication, speeding, licensing violations, and other breaches connected to transportation-for-hire services. 

Demerit points accrue cumulatively and may be added following convictions, administrative findings by the Commission, or determinations of fault in traffic accidents.

Points may be reduced after one year without violations or upon the successful completion of remedial conditions imposed by the Commission.

Penalties/disciplinary measures

Where a taxi or livery operator accumulates demerit points within 12 months exceeding prescribed thresholds, the Commission may recommend disciplinary action, including:

  • 100 points – Suspension for one (1) month
  • 200 points – Suspension for two (2) months
  • 300 points – Suspension for three (3) months or revocation of licence

In cases where a licence is revoked, the operator will be required to meet the criteria of a new applicant before re-licensing.

Also, any person who breaches a provision of the approved Demerit Point System commits an offence and is liable, upon conviction, to a fine not exceeding Five Hundred Dollars ($500.00). Convictions may also result in additional demerit points being applied.

According to the press release, the Taxi and Livery Commission will maintain a permanent demerit point record for each licensed operator. Operators are free to inspect their records and may obtain copies upon payment of a prescribed fee.

    Who are the appropriate contacts for the public to report violations of operators driving offenses? Vehicles with right-hand drive steering wheels should not be utilized for taxi purposes. There seems to be a struggle with driving on the left side of the road. It's a disaster waiting to unfold.

        then tell the taxi van driver, who had more than 10 passengers and was driving on the right side of the street from Spooners to Montessori school, to either turn in his license or get a left-hand drive vehicle before he ends up injuring or killing someone or himself. How foolish and senseless would that situation be? You all better stop risking people's lives over your ignorant reasoning!

      No it's not.. Right hand drive vehicles are the correct vehicles for here... The left hand right vehicles release the passengers into incoming traffic...Have you even noticed that. I understand left hand drive vehicles are more common but that doen't mean it's the correct one.

    Any idea how many points are given for each breach? If you only get one point per breach, you can go on your merry way and commit 100 breaches before receiving any action.
    Surely intoxication should just come with a straight ban?

    This is a long time coming because in the height of tourist traffic in the day these taxi drivers have no etiquette, respect of common courtesy for road users. They drive like they own the street and we are all just supposed to stop, yield when they BOAST thru, make illegal moves and bad drivee ppl on the road. I would also like to kno who are the appropriate contacts to report these incidents.

    Now the cart is once again infront the horse.The taxi and Livery commission have failed the taxi industry.now the demerit point system is it applied to the shuttle drivers snd the illegal Gypsy Taxi Drivers.

    The Government giving out Shuttle plates and the owners running Taxi in them and the Government dont want to address this but yet they can find time to create rules for Taxi drivers.

      Honestly, taxi services have a lot of influence because of their numbers, so why not push the government to end the shuttles from taxing? Talking doesn't do much, and that's all most Black people seem to want to do.

      Well talk is cheap... and that's why a good amount of Black folks is always lacking funds!

      A single blog post won't cut it. Write to the government, add a signed petition form the taxi operators and stand up for your rights people!

    Taxi operators can’t get a raise working with prices from 2010 after the minister and the board has promised for the last 3 years a new raise due to inflation and risen cost of living the same minister helped cause right here in the Virgin Islands. Horrible roads, higher gas prices, parts etc for the taxi’s. No raise on their general tariff in 16 years and counting but said minister finds another way to essentially take bread out their mouths.. I hope he gets 600 automatic points for the conditions of the roads..

      They are the worse our tax dollars catching hell with them. They don’t have to purchase those vehicles and they drive them with no sense of direction run you down in your vehicle and up to now you can’t get your vehicle fix nor money for it. This is reckless behavior 2 yrs still waiting to get my vehicle damaged fixed.

    Ask the minister responsible to stop over ruling desciplinary action taken against Taxi drivers, hence encouraging wrong, just fof Votes.....Also the Port. Pier Park and the Ministry need to come together and create a hand book of Rules to govern and control the out of order behaviour at Pier Park dispatching and load area and a clear buffing zone distance....Things need to get better...

      Government Stop encouraging wrong Just for Votes!!!

      We also want 'Public Transportation' to be accessible across the islands "7 days a week and on holidays", including the hills and beaches (Cane Garden Bay, Brewers Bay etc.), instead of just taxi shuttles, with proper bus stops on well-maintained roads.
