ROAD TOWN, Tortola, VI - An irate caller to last night's August 18, 2015 Speak Out BVI radio show on ZBVI 780 AM demanded that Government ensures the rights of Virgin Islanders are preserved and not trampled upon.

She was telling the host of the show, Douglas Wheatley, that her daughter came home qualified after studying abroad and now she cannot get a job at Peebles Hospital where she worked before embarking upon her studies.

"She graduated and came back home last year August. She applied back for her job in November of last year. From November until now she can't get her job back. She is being put on the back burner. She is not an alien but she has to go through all kinds of haste and harassment in her own country for a job that is well needed for in the BVI," said the woman.

The woman said her daughter has hired the services of an attorney to help her fight her battles.

"A native should not be going through this kind of harassment in their own country. This is ridiculous," she said.

"I cannot see this being the BVI. We have to take our country back. We are going to have to get up. We're going to have to wake up and start walking to fight for our rights in this country because this country does not belong to us," she said.

“I am here to say tonight that I am lighting a torch and I hope other BVIslanders are ready to light their torch and get this country back in order where we can be happy and free. I am going to speak out for my rights and the rights of my children,” she said.

      Those nurses who are home and unable to get a job they fail their final exam, and unable to practice. They need to be certified. They well aware of this and need to tell the truth. They have three chances to get themself certified and the failed so shut your mouth and rest your case.

        What about those who pass their exams? Right now they have one of our own with a bachelor degree in radiology an the C** giving he hell to pay her for her degree. You have the foreigner over the nurses and w have someone qualified coming home and she talking about she needs to stay where she is because she coming to take her job. Can we JA and hold such a position. That hospital need to clean up their act. A woman from here cant even get a cleaning job and thy sending for permits for a cleaner...pure nonsense..

    Where I agree with the woman on the part of her daughter her rhetoric of implying that "aliens" don't get hassle or harassment to get a work permit obviously has never applied for one for herself(obviously) or to employee someone.
    The problem here isn't the issuing of work permits, its the automatic renewal system. The work permit is only given for 1 year but the renewals go through without the job being advertised locally, now this would flood the papers and boards with thousands of jobs, but isn't it supposed to for BVIslanders. Even if its not mandatory for the papers it should be advertised in the Labor department 3 months prior to the work permit ending by LAW and then the renewal only issued if no suitable BVIslanders apply. This simple thing would cut the unemployment figures to less than 1% within 12 months.
    Shame i'm not born here and so can't run for office....

      This is exactly the problem, the renewal process is not scrutinized in the way in which the new process is. So it then creates a problem that persons returning home particularly young persons are not exposed to these job opportunities available. When a person is issued a one year work permit one would imagine it is in the interim, and at the time not having a suitable qualified belonger or BVI Isalnder to fill the position.

      So the issue is with the entire system and it needs to be taken back to drawing board, assessed and modified in order for this long standing plaguing problem to get any better. the ratio of expats to BVI Islanders should be meeting some where at a marginal. This is from a Human Resources Professional Perspective working in the private industry.

      I understand the mother's point and she has a right to speak out. Knowing the situation, I would also add that this is the same mother who was busy trying to keep the NDP in power, but now she is seeing what others were saying about the NDP, sorry she had to see them for who they are in this way, but she put them back with her vote and those of her family who she encouraged to vote for them. I hope the young lady would get her job back or some other job where she can use her skills. I know her well and i know she is very talented in what she does.

      You are missing the big point. The hospital seems to be applyin the policy of US Virgin Islanders preferred. All the St. Thomians that cant find gainful employement over there flocking here. Whether they are genuine or not, straight or crooked, on the run or walking and we picking them up hook line and sinker, instead of keeping jobs for our own. Everybody has to eat yes. But in this country, as it would be with priority afforded to any other native by their birty country, BVIslanders must eat first!!! I make no apologies for that view.

      @lettuce tree just being "born here" gets the first preference no longer works. Personally, I am glad to have moved away from that era. BVIslanders are more travelled, educated and intelligent and more positioned to access the work force on most levels than our predecessors (I say this with no insult to our fore runners). To only accept me into a job based only on the fact that "I was born here" without the necessary qualifications does not do well for our territory. Having said that. Once a BVIslander has met the qualifications to fill a post he/she should not be turned away for an outsider. Most of us will not do the jobs that work permits are issued for so they will continue to be issued. Good luck to the young lady who took the time out to study. To the mother good to know that you are "backing" as most likely you have done during her studies.. wsih both of you well.

    She now has qualification, so i would think that she is looking for a better job than the old job she had.

      This is the crux of the problem at HSA. There are locals qualified for positions but St Thomians and their cronies are currently preferred over BVIslanders given the current St Thomian leadership of the HSA. I am waiting to hear when St Thomian companies start getting lucrative no-bid procurement and service contracts as there is one waiting in the wings right now.

      If the story with this young lady is a failure to pass board exams or certification exams then she can't be hired in a professional capacity. If she was given a trainee position initially then she really can't be put back in the trainee position as that is for someone else local to have the same opportunity as she did. The challenge would be to find a suitable permanent position. I can guess that this is the situation here.

    But most BVislanders dont wnat to work for the" pocket change" some of these companies pay . It is beneath them. There are wealthy person today who started small some of them even cleaned toilets to get to where they are today. People talk about outsiders this and that but when I go to some Islands and see where some of these people live it will put some of us so call born here to shame.. and some did it cutting bush, cleaning toilets, taking care of the elderly, constructions, dish washers, street cleaners, shelf packers, cleaners, gas attendants, Prison and Police Officers, daycare workers, waiters/waitresses, bartenders and others. How many of us will perform these jobs. If it aint big money and dress up not us!!!. If we want take back this place and get rid of outsiders we have to start to do these things ourselves

Everything should be looked at as a blank sheet of paper and apply the proper common sense to it.       There are a coulple simple steps that we need to follow when we are away studying.
      1 Complete your progeamme of study.
      2 If it is a professional area Complet you registration with the professional body.
      3 Inform the BVIHSA 3-6 months ahead of graduation of your expected qualification and the position you seek.
      4 On returning to the BVI contact the BVHISA and inform them of your avaliability.

      That is all you need to do .

      From my knowledge, when someone goes off to study, it is for the Department's HR Manager with the support of the Department Head, to budget for a new position to accommodate the person on their return let's say in two years' time. If the request for the new position is not approved via the budget process, it's not the fault of the HR Manager or Department Head. The choices left for the returning student would be to either discuss the matter with the relevant department personnel as to their plans to try again to acquire a new post via the budget process, or explore the possibility of seeking a position that meets the degree and sal. acquired by the student. The truth is that when students go overseas to study, their request for study leave is approved with certain agreements e.g. that there is a need for persons with such degrees/qualifications. It is therefore only fair that the necessary accommodations be made for the returning students.

    For those who do not understand the situation let me explain. This young lady went off to school with the support of the authorit. According to the agreement they paid her expenses and she in turn would return home and work with them improving the area with her skills. The agreement also states that she must work a number of years in order t o pay back this money thru service rendered the she can be on her own. Failure to do so will result in her having to pay it back in full or the authority releasing her from the agreement. Judging from this statement, it seems that the authority is delaying honoring their part. This is frustrating because the person cannot enter into any other job as they are bound by this agreement, they may have to leave if called and that in it self can caused other problems.

    Now for the real story. This young lady worked well while employed and was a great help to the dietary unit. She went to school for training so she can filled the new positions that would open up with the new hospital. Now that she is finish the want her and many others in similar position to work under someone less train and some not even qualified and for less money. Also the great divide is the driving force behind this non sense. You are either team bird or team pop diva and from all account she was on neither team. There are two local dentists and a few local nurses in similar situation.

    Keep your ears and eyes open for the rest

      The contract also states that Government has up to a specific time period to find a job for you. After that you are release from your bond... Whatever happening to this young lady she did it on herself.... Arrogance will get you know where...

      @explain, person was not sent to study by BVIHSA and if the truth is ever told she would and should admit to that. She got a scholarship else where. She had Not worked at THE BVIHSA long enough to qualify for study so she when on her own, not with the support or blessing of the BVIHSA board. If you all are going to talk, TALK ALL!!!

    This woman and her daughter needs psychiatric evaluation based on what I've read. I'm not sure what agreement was made, but holding a position upon completion of her studies ain't 1 of them. An individual should be hired based on qualifications and experience/s not because of status or family name and that is exactly what goes on in this country. The Managment at BVIHSA needs to be revamped starting with the Chair bec he himself is NOT qualified for that position, he's educated yes but not as a CHAIR. Drs. hold that position bec of protocols and procedural decisions that can affect issues of importance in the authority which he have absolutely ZERO experience in. That is a political move on the party's behalf. ONLY in the BVI those foolishness happens.

    The woman has an associate degree and is not certified what do you expect. That same young lady up and down saying she is not working for less that 50k a year(with an associated degree and no certification). She also states she not going back to the same hospital she here begging work from.

    I recall last year telling an expatriate nursing assistant that I have family members studying abroad and about to come back home with Masters and PHDs in Medical Services. I also stated that they wish to work for Peebles Hospital and try and bring back Great Services and Credibility to the Hospital. To my surprise the individual said, "They are not going to be hired", I asked her why, she said, "Because they would be over qualified". So, to me this is saying that they would hire under qualified people in place of qualified ones. Really and truly what is the hiring criteria for Medical Positions at Peebles???

    I am sorry to say that this woman is very selfish and racist if you ask me. What do she think, the hospital owes her daughter a job or she expected that the job should be put on hold until she return from furthing her studies? I don't think this is the case here, her daughter went to school and returned and expected her previous job to be there waiting for her unless she was promised that. She was born here yes and I will agree that first prefence should be given to BV Islanders once they are so qualify. She mentioned about the head of the Health Service Authority and the Authority Attorney not from here, I think that is a bit racist the way she discribe them. The BVI can not do without outside workers, weather it be Highly Qualify or the ordenary worker. Without them where would we be, in terms of our developement, big countries and islands depends on outside work force must less a small island like the BVI. I am not saying that we should not control our work force, but we have to have a mix of persons to balance our work force. At the same time there are some BV Islanders believe that they are so privilaged to get and hold whatever job the want, that is no the case here. We have a very bad attitude in this respect, and I hate to hear the way some of us speak sometimes. Some of us and our children go to the United States and US Virgin Islands and work, while other persons from the Caribbean and other parts of the world come here to seek employment. Some BV Islands don't want to work, especially our young men and who have them this way. The parents as well as some politicians contribute to this. I will end by saying that this YOUNG LADY should stop waisting her money on a LAWYER and move on and look another job, unless she was promisesed on her return her job will be there waiting for her.

      @ BV ISLANDER, if you only made an ounce of sense it would make reading your comment better. It is said people like you in such positions that is keeping the locals suppressed. You must be one of them yourself up in positions and got no kind of qualifications yourself. How can you say BVI people don't want to work and the young lady is one looking for work?? That make sense??? You sound soooooo....... stupid!!!!

    As a proud BVIslander, I feel the pain of the many qualified college students that have completed their course of study and have returned home but cannot find employment. Instead of bashing and degrading each other, which simply makes no sense; we need to take a holistic approach to the issue of unemployment in this country and try to find solutions to the problems confronting us. I therefore appeal to the HR Managers in each department (public or private sector) to be conscious of their duties and to demonstrate fairness and equity at all times. Additionally, I would like to appeal to the Dept. of Labour to ensure that the laws of the land are practiced at all times and that jobs are advertised properly before the posts are filled.

      Those of you who are qualified, having completed your courses of study and returned home, but cannot find suitable employment are, I hope, the entrepreneurs of the future. Don't let other people be the only pathway to your success, be your own success story. This country is wide open for opportunity, and as a BVIslander your ability to get business permits and to start small ventures are there if you are willing to seize them. Carpe Diem.

    people like ayo is who gave the bvi a bad name ...every last one of ayo dont got ntn good to say its always something negative ..if ayo cant open ayo eyes ayo would see not only her daughter she fighting for right but for us and at less she had the courage to speak up on like some of ayo that just running ayo mouth behind the news site...the people who in charge for important thin just doing a hole lot of bulls$%^ for and in the country... even its own ppl they cant gave jobs ...but oversea and island people gettin jobs be4 us in our own country that a hype of nonsense.. i dont care who vex and got negative things to say on my comment i am talkin the truth and it will set me free...ppl need to put it in to consideration that they need to work on there own ppl first be4 down island ppl that why the bvi is so damn corrupted.. and at less the girl come back to serve her country than some where else and the bvi need the extra hand than the kind of s^&& of a staff they got at the hospital
