CoP Collins aiming to replace ‘Force’ with ‘Service’ in RVIPF

DUFF'S BOTTOM, Tortola, VI- There have long been talks, including by legislators, to have the word ‘Force’ in Royal Virgin Islands Police Force (RVIPF) replaced with ‘Service’; however, Commissioner of Police Mark Collins is hoping this can be achieved during his tenure.

“It is indeed my hope that during my tenure we become a service, meaning that we would then become the RVIPS instead of a force. We are truly a service, we serve the community,” Mr Collins said during his remarks at the New Life Baptist Church (NLBC) Power Plus Conference on Sunday, October 9, 2022.

Among those in the congregation were Governor John J. Rankin, CMG, Premier and Minister of Finance Dr the Honourable Natalio D. Wheatley (R7), Deputy Governor David D. Archer Jr, Acting Deputy Commissioner of Police Jacqueline E. Vanterpool and other officers of the Royal Virgin Islands Police Force (RVIPF) who attended the church as part of Police Week.

‘Making the right changes for the right reasons’

The theme for the celebrations this week is “Making the right changes for the right reasons.”

According to Collins, “And with 36 years of policing my philosophy is doing basic things brilliantly, getting things done right first time every time.”

He said that while the month of October is packed with many other symbolic activities, “This is a month when we as a territory stand in unison against domestic violence, a month for mental health awareness, among other significant social and medical maladies.

“But chief among the highlights for them is the celebration of the 55 years of the RVIPF as an independent body after severing ties with the Leeward Islands Police Force in 1967.”

In noting that the force has grown as a body of over 250 strong, Collins said, “When I look to the Premier and say that we have room to grow more. We got room to grow in human services, public service and other areas of police and we are aiming to get that just right.”

It was just about a week ago that Collins swore in thirty-two new recruits. Most were also present at the church service.

He said, “While serving, protecting and reassuring we found it necessary to take the time out this week to celebrate us, to bond to appreciate each other, to lift a little morale and we are making the momentous occasion with a weeklong celebration and we are doing it right here as we open with your church service here today.”

RVIPF’s struggles

The RVIPF has struggled to gain public confidence over the years and recent scandals affecting the Force, including human smuggling, police officers arrested in drug busts, police using its vessels to do bar hopping and the recent controversial ‘Police in Paradise’ video, have not helped its reputation.

Some believe the RVIPF, which is the responsibility of the Governor, should not have escaped the Commission of Inquiry (CoI). Some also believe CoP Collins should have been sent on leave during the investigation of the Police in Paradise video, which many believe sought to portray the VI wrongfully as a crime-infested and unsafe destination.

It remains to be seen whether the name change, if achieved, will make a difference to the RVIPF’s reputation.

      The victims are the VIslanders and the future of their country. They live daily with murderers that were imported and installed as neighbors. They rub shoulders daily with those who harbor,and have knowledge of whereabouts and the identity of perpetrators .

    Instead of changing your name, you should train the police to change their attitudes. We are still going to think of them as RVIPF. We know you are still the same people, nothing will change. What? Do you think you will trick us into believing you are a different agency? Just leave the "Force" in, which sounds more powerful if we need help because "Service" sounds like any other weak agency.

      Agreed. And adding service shouldnt even be a thing because they only have force and no service. You call the station for assistance and service and you end up having to solve things on your own, because not one officer wants to assists and when you leave 600 messages, you get no call back. But they always have force attitude and no manmers when you walk pass them on the road muchless to answer one simple question. RVIPF is a big joke

        Ouch if feel it. Truth hurts. All are not the same but if you had some run in with some of them and they see you on street or else where they pass you like an exam. They hate your guts for pointing out wrong. They always right but yet they want to foster community relationships. Mr. Collins try your best but nothing much will change. Some fail to realize they are serving the public especially some seniors.

    Changing the name is just a smoke screen, distraction. To serve and protect is not the mission now? What is truly needed is strongly leadership, proper recruiting training, change of attitude and behavior, improving the professionalism of the force, improve community policing (reduce the adversarial relationship between police and public), prevent/minimize the infighting in the force (locals, Caribbean islanders and white UK officers), remove the perception that the top leadership is the province of White UK officers, reducing the boasting attitude about police power, etc.

      What we need is a civilized society. Animals deserve to be treated like animals. How did BVI get to this depth.Why can't we be quibbling about a reduction in overseers with their whips...naaah...we cannot get enough to quell the deadly and blood thirsty Natives. More and more we admittedly need and want but desirous to be treated with utmost respect civility. Get real folks!! They are treating you a whole lot better than those who look like you in the hell holes from which you migrated.

    What a Jack Tortola had big march for some who wanted to be in the media fools know what you constitution says with the UK is seens those who are in goverment don't have no idea bunch of fools talking from back in Andrew time and Mark had a mouth full to say after the march Andrew went to beg not a think worked out then COI came the UK layed out what to be done and the Jack primier agread now tell me he can't read and understan the UK not fools like some of you think they have to be doing within the rights not one goverment minister can show you where according to the constitution the did wrong but want to make belief shut you D** mouth and take what's coming.

      Because we are blood thirsty Black folks with a penchant for attention from Massa. What is policing like in those Caribbean Islands with world breaking record amount of murders and every other crime. Yep,they are Black and local. Worse yet,they are Independent and Governed by Black locals. Poverty and illiteracy also prevails.

    DRUGS,MONEY AND GUNS STOLLEN AT CRIME SCENES,FILES,STATEMENTS STOLLEN,VICTIMIZATION BY IMMIGRANT COPS. asap the enrollment of immigrant police needs to stop,our population a large mixture of their kind and locals are a small number but check court cases everyday locals are targeted as these immigrant cops let their fellow down islanders get away with crimes.TURKS CAICOS,BAHAMAS,ABC ISLANDS AND THE US VIRGIN ISLANS SHOULD BE WHERE OUR NEW STATUS OF WHERE OUR COPS COME IN FROM.

    Hmmph. Service....?

    If so, how do you explain the fact that there are no officers stationed in the most densely populated area on the Island of Tortola.

    How do you explain the fact that the number of personnel on the beat have decreased while stating that the over all Police Officers Numbers has increased?

    How do plan to serve when a number of your vehicles do not work?
    How do you plan to serve when all the officers in town are inside the station and rarely venture outside
    How can you serve when the officers pick and chose when to respond to reports?
    How do you plan to serve when a number of your out stations are still shut down?
    How do you plan to serve when a number of you stations have mold issues?
