'Controversial' Hon Walwyn made to apologise to Premier Wheatley in HoA

Members of the HoA met to debate amendments to the Commercial Recreational Vessels Licensing Act on May 6, 2025, during the Continuation of the Third Sitting of the Second Session of the Fifth House of Assembly.
Hon Walwyn rose on a Point of Information, indicating that the bill did not go through the “usual fashion” due to consultations being had with local stakeholders and the United States Virgin Islands (USVI) through Governor Albert A. Bryan Jr and his team.
“A major part of the contention was the fees, that was a major part of the concerns that people brought to me as well from the industry. We have not heard back from the Premier and his team about the negotiations with the USVI,” Hon Walwyn said.
He also stated that the Premier should have freely offered information about these negotiations to members and in not doing so “robbed” members of the opportunity to bring this new information to their constituents to “say whether or not their concerns are properly being [alleviated]”.
Hon Walwyn accused Premier of making 'back door' deals
Hon Walwyn went further and insinuated that there may have been further discussion during the recent break of the HoA, during which time Premier Wheatley travelled to St Thomas for a horse racing event on May 2, 2025.
“We are being blindsided here after such a long length of time. We had a whole week and change...the Premier went to St Thomas to watch horse race, I don’t know what else he offer him…I don’t know what else they talk about,” Hon Walwyn argued.
The Opposition Leader concluded by saying members have “no further information” as it relates to the negotiations between the Virgin Islands and the USVI.
“What are we going to argue on? What are we going to say?” he asked.
Speaker requests apology on behalf of Premier
While Premier Wheatley in his response did not request an apology from Hon Walwyn about his statement, he did refer to it as “inappropriate”.
“He made a comment about somebody offering me something at a horse race, I don’t quite know what that means… I won’t go as far as demanding an apology…I think that comment was unnecessary and inappropriate, and I expect a little better from my honourable colleague,” Premier Wheatley stated.
However, Speaker of the HoA Mrs Corine N. George-Massicote requested that Hon Walwyn apologise to the Premier, pointing out Standing Order 38.5.
“I just wanted to point that out because it would be inappropriate for me not to,” she explained after some pushback from Hon Walwyn.
In the end, Hon Walwyn informed that he had “no problem apologising” which was the length of his apology to Premier Wheatley.
Is the HoA returning to being a 'circus'?
Hon Walwyn has always been seen as a controversial and confrontational figure in the House of Assembly, and many have questioned his decorum or lack of it.
Between 2011 and 2019, when Hon Walwyn was the Minister for Education under the National Democratic Party (NDP) government, former legislator and cultural icon Eileen L. Parsons, OBE described the HoA as a "circus", and this included the behaviour of Hon Walwyn.
Ironically, Ms Parsons is now backing the Alliance, which Hon Walwyn leads.
