ROAD TOWN, Tortola, VI- The A.O. Shirley Recreation Grounds in the Virgin Islands could soon return to hosting international sports events under lights, and provide safe and modern spaces for sports and recreation, as a step forward has been made to make this a reality.

A contract valued $409,837.67 has been awarded to No Limit Construction Services Ltd for the installation of a lighting system at the A.O. Shirley Recreation Grounds. 

This contract was signed on Tuesday, November 11, 2025.

Meet IAAF Standards

Upon completion, the facility will meet IAAF Class 2 standards, enabling the Virgin Islands to host international events and provide modern, safe spaces for sports and recreation.

According to the Virgin Islands Recovery and Development Agency (RDA), this development marks another milestone in the ongoing improvement of the Virgin Islands' sports infrastructure.

Hon de Castro highlights impact of project

During the signing ceremony, the Minister for Education, Youth Affairs and Sports, Honourable Sharie B. de Castro (AL), expressed her gratitude for the progress of this long-awaited project. 

She highlighted the importance of the A.O. Shirley Recreation Ground as the most active sporting and recreational facility in the Territory and emphasised the positive impact this project will have on athletes, students, and the wider community.

The RDA reaffirmed its commitment to partnering with the Government of the Virgin Islands to strengthen infrastructure and support community and youth development throughout the Territory.

    Yet the track can't use so how exactly would the track facility meet IAAF Class 2 standards? The track is in a sad state. Not even the athletes can use it cause its damaging them and their first focus is lights? How are the lights more urgent that the track surface. Government, get you all act together cause you all not serious about athlete development.

    This woman on a campaign to look good but she’s lacking planning and vision. She’s busy dealing with things she knows nothing about but she seems to be more concerned with control.

    So it makes more sense to install lights instead of fixing the existing facility and having a comprehensive plan so that in one go we can have a decent facility to host meets and tap into sports tourism. This is putting the cart before the horse.

    Why put up lights with the facility is such a bad state. Where is the plan to fix this facility and get us on par with the others in the region. School children say she trying to move on her own and putting the persons who really can guide her on the side because of control and that contract that will go to who she wants.

    We need these people to understand it is the tax payers money they spending.

    With all the money she spending what income stream she has brought to the table in her Ministry? Will putting up the lights bring in money? I guess she will have better lights to read her poem for the ceremony when the installation finish. Stupps.

    On a matter like this I would like to hear from the Athletic Association and the Olympic Committee. Can you all please tell us the people what going on and I see you all have no rep in this photo op. Interesting. Do they have an input in this?

    Can we please remove all persons from government who have no business or leadership skills.

    Don’t worry she going to come with a million zillion dollar project just before election that makes no sense.

    I would also like to see more seating, shade from sun and rain, and upgraded bathroom facilities. All the amenities that a modern track would have.

    Progress at the A.O. Shirley Recreation Grounds is good news, but the lack of transparency around this lighting project is alarming.

    Who spoke with the stakeholders about the track resurfacing and stadium improvements? The lighting plan was weak from the start, and now a contract has been signed without key stakeholders’ knowledge.

    This kind of decision making makes people wonder is the Minister acting without proper consultation? These facilities belong to the community, and the people who use and manage them deserve to be part of the process

    Almost half million on lights for a track that they said can’t be used, but yet still there’s not a decent ferry terminal on VG for people to wait in to catch the boat.SMH….

    A second track is needed for training only. The A.O. Shirley track is badly overcrowded/overused and has been resurfaced about 3 times already.

    This is what the RDA had to say:-
    "Project Start Date - October 2018.
    A new lighting system will bring the facility in line with IAAF Class 2 accreditation.
    Once the lighting is completed it will join the below list of activities that have successfully been executed -
    New external perimeter wall built from recycled plastic panels.
    New rubberized resurfaced track which was certified by IAAF now known as World Athletics.
    Internal trackside fencing.
    Renovated grandstand.
    New bathroom facilities.
    The A.O. Shirley Recreation Ground is nearing full restoration.
    Project End Date - TBC."
