CoI seems to have ended ‘abruptly’- Skelton-Cline

- as the court case against its three lawyers is still upcoming

BAUGHERS BAY, Tortola, VI – Radio talk show host Claude O. Skelton-Cline has questioned the seemingly abrupt ending of the United Kingdom-sponsored Virgin Islands (VI) Commission of Inquiry (CoI), which he says came as a court case is still outstanding for the alleged illegal law practice by the three CoI attorneys from the UK.

Skelton-Cline made the brief comments on Wednesday, October 27, 2021, during his Honestly Speaking radio show on ZBVI 780AM.

On October 22, 2021, after more than 50 days of hearings and collection of evidence on a global scale, the Commissioner announced the conclusion of the hearings and evidence gathering stage subject to a ‘number of caveats’, which he said includes outstanding disclosures still to be made.

The evidence-gathering stage of the CoI began in January 2021 and the first private hearing was held on May 4, 2021, at the International Arbitration Centre in Wickhams Cay II, Tortola.

The Commissioner, Sir Gary R. Hickinbottom said moving forward, he is going to proceed on the basis that the elected ministers, as represented by the Attorney General, and her IRU have now disclosed all documents that are potentially relevant to his terms of reference.

He said the same applies to members of the House of Assembly who are represented by Silk Legal.

It should be noted, the evidence gathering has concluded just as witnesses were facing questioning from Sir Charles Geoffrey Cox, QC, MP, the Attorney representing the Premier and Ministers of Cabinet in the Virgin Islands.

The Commissioner said; however, that he will grant applications for persons to be questioned, particularly the Governor and ex-Governor of the VI.

    Former Governor A. Jaspert represented Her Majesty QEII in the BVI but buoyed by the power granted under the VI 2007 Constitution he saw himself as ‘King’ of the BVI, meaning that he should be challenged or questioned. He was Lord of all he survey. He was the Big Dog with his own flag with an inflated ego who had an affinity for TV cameras and microphones; some may say he is a media whore. During Jaspert rocky tenure, his point of view and positions were not always taken as gospel, though he thought that they should and was often irate because they were not readily embrace and may have tried to bully making things happen. A King’s positions and desires are absolute.

    As such, it was an open secret that Gus despised being challenged by Premier A. A. Fahie. Gus, perhaps, would have been more comfortable being challenged by the Chief Executive of the Falkland Islands Barry Rowland or Chief Minister of Gibraltar Fabian Picardo. Pissed at his authority being challenged, he seemed to revengefully launch a COI as he exited the door.

    The timing and way the COI was launched has created suspicion about the reason for, the lack of balance in the way COI is being conducted, genuine fear that COI is a precursor to the UK taking control of the BVI, and seeds lack of confidence for a fair and balance outcome.

    The alleged cabal was hoping for a smoother Kangaroo Court. The COI is not a court law; nonetheless, those clearly being persecuted is entitled to due process. Thus, it was appropriate and smart for the government to engage a lawyer. Interestingly, now even Governor Rankin is requesting legal assistance. Why?

Yes, the former Governor felt he was the BIG DOG, the TOP DOG and got very infuriated when his dictates were not carried out with quick unquestionable despatch. Former Premier D. Orlando Smith and Premier A. A. Fahie brought different approaches to the job. Doc brought a more bed side manner approach. The Brown Bomber a more warrior, rattler approach. Jasper, disgusted by his authority being challenged, he tun lose the dogs. By the way, Jas was disrespectful, disparaging to the people of the BVI regarding slavery reparation and retaining names on landmarks.
