CoI Reforms: Deadlines were missed on both Governor & Gov’t side – Premier

ROAD TOWN, Tortola, VI – Virgin Islands Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7) has revealed that when it comes to enacting the framework for the implementation of the CoI Report Recommendations and other reforms in the Virgin Islands (VI) agreed to with the UK Government, deadlines were missed by not only Cabinet, but by the Governor.

This comes as Governor John J. Rankin, CMG in an October 4, 2022, statement had raised concerns over slow progress in some areas of the Commission of Inquiry (CoI) reforms, however, the statement made no mention that deadlines were also missed by the Governor’s side.

Gov't remains ambitions - Premier 

Premier Dr Whatley in a press conference on October 7, 2022, detailed “We were very ambitious in our commitments and, unfortunately, deadlines have been missed.  It is important to note that deadlines have been missed on the Governor’s side as well as on the side of cabinet.”

He said in all instances, these deadlines have been missed for good reason.  

“For instance, we have insisted that the Jury Act and the Register of Interests Act, both of which fall under the Governor’s groups’ responsibilities, receive proper consultation as opposed to being rushed through the legislative process.”

The Premier further pointed out that his government recognizes that the exercise however is ‘box ticking exercise' but a real effort for real and sustained change, and this is not something that should be rushed.  

He said it is important to acknowledge, however, the VI is sill heading in the right direction.

Substantial progress made - Premier 

Meanwhile, the Premier has revealed that regarding the framework, substantial progress has been made with greater work to come. 

“By the end of August, 94% of the recommendations were completed or were in progress to be completed. We have worked hard, and I would like to thank all the hard-working public servants, reviewers, Ministers, and legislators for all their hard work thus far. I can say with confidence that everyone involved is truly committed to reform,” he added.

Premier Wheatley has reaffirmed that his Government of National Unity made a commitment to CoI reforms in order to strengthen the Territory’s institutions and systems of government and to transform the way the Government’s business is handled, and they indent to follow through. 

He said the primary actors responsible for implementation, includes the Premier and other Cabinet Ministers along with the House of Assembly, Ministries of Government, and the Governor.

    You are fighting a losing battle, Hon. Dr. Natalio Sajande Wheatley, Premier. Even if you have told the truth that our Governor's report to the CoI was also late, how does that justified the Unity Government report been late? The pressure is on the Unity Government to ensure the if the CoI recommendations be be fulfilled on time, and according to the CoI requirements.
    If Governor John J. Rankin messes up, what has that have to do with you? Stop making vain excuses.
    Your excuses are of no help to us. Do what your have agreed to do. Governor John J. Rankin is answerable to his boss, not to you for are answerable to him to fulfilled the CoI recommendations as agreed to, and you are also answerable to us, the people, to ensure that good governance is being administered correctly.

      I will like to know why is Immigration a ministry under his control still continuing the same practice that the COI pointed out with evidence as illegal, yet we see no effort to bring about changes...

      This is not a serious Premier..I was a huge fan, but I'm sad and shame if his performance...I am sure that the governor and Britain already figure that out...Good talking, nice excuses only work for a certain time, after a while people start looking for action..Sad to say, we ain't seeing any,,..

    about the Governor missing deadlines. Unity party is useless. Enforce the Order in Council and end this waste of time government that accomplishes nothing but racking up air miles, travel expenses and inventing excuses.
