ROAD TOWN, Tortola, VI- Ms Carlene Herbert has been appointed Supervisor of Elections effective March 10, 2025, replacing Scherrie N. Griffin, who has transitioned to the Attorney General’s Chambers.

Ms Herbert joins the Public Service with more than 20 years of experience in governance, administration and communications within the public sector.

According to a press release from Government Information Service (GIS) on April 23, 2025, Deputy Governor, Mr David D. Archer, Jr, welcomed Ms Herbert to the role, noting that the Office of the Supervisor of Elections carries out critical functions that oversee the maintenance of the Territory’s democratic foundations; the electoral process.

The Deputy Governor said, “I am proud to welcome Ms Carlene Herbert to the role of Supervisor of Elections. Managing elections in the Virgin Islands is no small task, but I am confident in Ms Herbert’s ability to succeed in this important position. My office, the Public Service and I are fully committed to working alongside her as she fulfills this vital role in our community.”

Herbert 'honoured & excited'

Ms Herbert’s academic achievements includes dual Associates of Science degrees in Business Administration (General Business Concentration) and Corporate and Trust Administration, both from the H. Lavity Stoutt Community College. She has also earned a Bachelor of Science in Communication from the University of Phoenix, as well as a Bachelor of Laws (Upper Second Class Honours) from the University of Essex.

Ms Herbert said she was grateful for the opportunity to serve. She said,  “I am truly honoured and excited for this opportunity to serve my country in this role and I am committed to ensuring the continued development and success of elections administration in the Territory.”

As Supervisor of Elections, Ms Herbert will ensure the effective and efficient management of the Office of the Supervisor of Elections, including the maintenance of the Register of Voters and other related elections administration duties.

    Ms. Griffin was a professional who was fair and transparent while she served this country as Elections Supervisor during a difficult time (COI). I wish her all the best in her new endeavor and am confident she will continue to shine wherever she is. Ms. Herbert another well-rounded and fair individual - Carlene best of luck while dealing with some of these snakes! Two great VI ladies!

    Saying thank you to Ms. Griffin for a job well done despite the challenges she encountered. You don’t have to like her and this is obvious, but she executed her duties with fairness and impartiality. I have no reason to doubt that she will continue to be effective in her duties regardless of how some think. To her successor Ms. O’Neal, I wish you all the best in your endeavors and trust that you will manage the elections office with fairness and integrity. Blessings upon you all.
