Canadian Justice Richard Floyd new head of VI’s Criminal Division

ROAD TOWN, Tortola, VI – Canadian native and international Attorney, Justice Richard Floyd has joined the Virgin Islands’ bench as Head of the Criminal Division in the VI courts.

Justice Floyd, who is regarded as a seasoned judge and legal instructor began adjudicating matters in the Territory this week after his appointed to the VI by the Judicial and Legal Service Commission last December 2021.

According to a media release on the appointment, Justice Floyd has Caribbean roots, and oversaw the development of Antigua’s first dedicated Criminal Court while serving there as Criminal Division Judge.

“Justice Floyd previously worked as Crown Counsel in Canada, a Prosecutor in Australia, and taught at Queen's University Law School in Canada. In 2016, he was recognised as an International Fellow with the National Association of Attorneys General in Washington, DC,” the GIS release noted.

Governor Rankin welcomed the appointment

Welcoming his arrival to serve in the territory, Governor John J. Rankin, CMG said that Justice Floyd’s experience will help guide the territory regarding heavy load at the courts as a result of the pandemic.

“I know that like other courts in the region, the Virgin Islands courts are tasked with a heavy load and other challenges posed by the COVID-19 pandemic. I trust that Justice Floyd’s wealth of experience would help guide the Territory forward through this period,” Governor Rankin said.

Justice Floyd was educated at the University of Ottawa, York University and attended Harvard University in the United States.

He has been active in his local communities, having served on the Board of Directors for Hospice in both Canada and Antigua; as a board member for addictions and community mental health organisations; and as a long-time member of the Ontario Soccer Association.

      Won't happen by dumbing down the school children. This tactic only makes them dumb enough to vote for former education officials.
      DeVry and Community College on your resume will keep you in place.
      Check out this man's, resume and others like him...How many,if any IvyLeague College graduates have the VI produced?
      Mediocrity keeps you in place.

    If you want the highly paid jobs that foreigners are getting ,pls i am asking you the people of the b.v.i get qualified,not just going to high sch ,get an associate or bachelors degree,go furthers yes i know there are persons who are qualified here,so why are the foreigners getting all these positions?

      Appeal to the lost morality of some of those elected and the docile parents of our youths. We have big shot officials whose popularity is a result of the dumbing down of this and the future generation of melanated youths Subpar schools of higher learning and disciplines are the lauded standards. In the not too distant future the powwow will be about nonmelanated new locals whose parents are now preparing them with more than mere adequacy for the top positions and salaries in their acquired country as they too claim their " born here" status.

    This doesn't make sense to me. No person from the Caribbean that looks like us? This is introduction to the future of the Courts in the VI. They will lose our people in jail, whoever they want, and start slavery over again. Wake up, people. Wake up and see the plan of the Oppressors.
