Can the Ministry of Education & Culture get anything right?

- Softball Field signage already placed without any formal renaming ceremony, debate in the House of Assembly or even an announcement!
Over the past few days our newsroom received calls, concerns and questions, as to why the Road Town Softball Field, also known as the Old Recreation Grounds in Long Bush, has a new name plastered all over the facility without an official announcement. Photo: VINO
Many in the community support the renaming of the softball field in honour of softball veteran player, announcer, game statistician, long standing President of the Softball Association and former Legislator E. Walwyn Brewley aka 'GM' but they are concerned that everything in the Virgin Islands seems to move at the 'whims and fancy' of what some politicians want without going through due process or doing things correctly. ROAD TOWN, Tortola, VI- Over the past few days our newsroom received calls, concerns and questions as to why the Road Town Softball Field, also known as the Old Recreation Grounds in Long Bush, has a new name plastered all over the facility without an official announcement.

A new sign has been placed at the back of the field: ‘Welcome to E. Walwyn Brewley Softball Park’. It has caught many users and the public by surprise.

Usually, when a public facility is renamed it involves a Cabinet Paper and most often debated in the House of Assembly. A senior source within the Ministry of Education and Culture told our newsroom that they are “not aware of any Cabinet Paper. At least I have not seen one…but I know it was down as one of the Department of Youth Affairs 2016 work plan…. get use to it, that’s how they do things around here.”

We support ‘GM’ but do things right!

A sports enthusiast who works for the Department of Youth Affairs & Sports said: “I think there is unanimous support for the renaming in GM’s honour, but you just have to do things right, wait until the ceremony to unveil the name, not the cart before the horse,” the officer said, speaking on condition of anonymity.

Many in the community support the renaming of the softball field in honour of softball veteran player, announcer, game statistician, long standing President of the Softball Association and former Legislator E. Walwyn Brewley aka “GM” but they are concerned that everything in the Virgin Islands seems to move at the “whims and fancy” of some politicians without going through due process or doing things correctly.

It is our newsroom’s understanding that the intention to carry out the name change was mentioned in the House of Assembly (HoA) by Minister for Education and Culture Hon Myron V. Walwyn, however, it remains unclear if a mention in the House of Assembly is the same as Cabinet Approval and debate on the proposal in the HoA.

VIP & NDP renamed landmarks following protocol

Under the Virgin Islands Party (VIP) Government, two sporting facilities were renamed between 2007 and 2011: Ellis Thomas Downs- the government owned racetrack- and the Roger Allen Hodge Park located in Sea Cows Bay. Additionally, the dual carriageway in Road Town on the main island of Tortola was renamed James Walter Francis Drive during the VIP’s 1999-2003 term. All three had the approval of Cabinet and were debated in the House of Assembly.

In the first term of the National Democratic Party [2011-2015], three renaming took place, the Methodist Manse Road in the capital City Road Town was renamed the Paul P. Wattley Road and the Baughers Bay Recreation Grounds to the Millicent Mercer Recreation Grounds. In addition, the Purcell Estate Community Centre was renamed in honour of Gertrude and Christiana Warner, with all three having Cabinet’s Approval and were debated in the HOA via a resolution.

It is unclear now if the move to rename the Old Recreation Grounds softball field will stay with the way things are usually done; via Cabinet Paper and a debate in the Parliament, as well as an official ceremony where the new name is unveiled at the ceremony in front of the honouree’s family and the public.

And if Government had held an opening ceremony or unveiling, everyone would have jumped on the 'dem wasting the tax payers money' band wagon. You all just love to find fault with everything. The field was named after a BVIslander who contributed much to sports development clearly. Not everything needs a debate and public consultation. It's recognition of one of your own country men. Geez, be happy that it was done and while the gentleman is alive to appreciate the honor bestowed.

On top of that there is a naming law they violated that but as usual no one will go to jail for breaking laws and policies

Yes, Ralph passed a law making it illegal to rename traditional places. Obviously this lot have forgotten or are ignoring it. Would be interesting if someone took government to court!

I too honor Mr Brewley, he did excellent work both as a legislator and as sports official. But why do these ministers always feel that they have to skirt the required procedures? Is this the reason they are pushing so hard for independence? Walwyn announced that independence is imminent. I should hope not. I suppose with independence they won't have to abide by any rules.

The NDP are dictators. Although they vote for them so many persons are afraid of them. So I pray that we never see independence with them at the helm.

Softball is dying on the vine. It is a state of decay, not growth. Is softball among the top sports in the BVI? Is softball growing? Are the young being attracted to softball? Some of actions taken by former management, i.e., centralizing the game in Road Town, lost if fields in some villages......etc have contributed to the eminent demise of softball. Renaming the field is not the elixir for reviving the game. Reviving requires strong leadership. A softball renaissance is needed.
