Cabinet renews contract of Hadassah M. Ward as Director of CoI Implementation Unit

-contract renewed with effect from June 1, 2023 to May 31, 2024

ROAD TOWN, Tortola, VI – The Cabinet of the Virgin Islands (VI) has renewed the contractual appointment of Ms Hadassah M. Ward as Director of the Commission of Inquiry Implementation Unit for an additional year.

This was revealed in the minutes of the Cabinet Meeting of August 16, 2023, chaired by His Excellency, the Governor John J. Rankin, CMG.

The meeting was held at the Premier's Conference Room, Cutlass Tower where all members were present with the exception of the Minister for Communications and Works, Hon Kye M. Rymer (R5) who was overseas on official business, and the Attorney General, who was on annual leave.

The Solicitor General Mrs. Jo-Ann Williams-Roberts attended as the acting Attorney General. 

Meanwhile, Cabinet said the renewal of the contractor took effect from June 1, 2023, to May 31, 2024, as a single source procurement.

It added that the approval of the new contract also includes amendment of dates from the previously vetted contract by Chambers following Cabinet's approval.

The Cabinet minutes also added that Cabinet received a report from the Independent Reviewer's Report on Recommendation B33 of the Commission of Inquiry's report prepared by Mr. Kedrick Malone entitled: Review of Policy and Process for Granting Residency and Belongership.

It was decided that the Independent Reviewer's Report be tabled in the House of Assembly at the next convenient Sitting.

      Here we go again with the crab in the barrel mentality. I agree all contracts and interest should be made public and this should also hold true for the Governor and his UK staff working in the BVI. It cannot be one-sided.

    All in BVI needs to read those 48 recommendations and you will see that quite a few of them are not good for the people of the BVI. Most have serious concerns that continue to grow about whether or not the COI was really transparent and independent of the Governor and UK.

    Why has the Governor and all working with him in the BVI from the UK have been exempted by themselves from registering their interest in the BVI while working in the BVI. This is wrong and highlights clear lack of good governance for all across the board.

    Once you want a person to be approved to any position by the Governor, just select someone who they love for carrying gossip to them, or someone who hates the people of the BVI, or someone who hates the government in power. It has nothing to do with ability and ethics. The slavery mill is grinding slow but grinding still.

    Wait a minute. When will we the people get to give input on these recommendations before they are implemented? Governor, I hope this happens right away and not after the fact as you would prove to be worse than who you are accusing.

    The Public Service is under the responsibility of the Governor. The Public Service is the one to get these recommendations implemented and working. So, why is the Governor blaming the elected officials for delays and being allowed to get a free pass? This does not make any sense.

    History shows you can never trust the British Officials. This tells anyone with sense that even if you get all these 48 recommendations implemented in time, it still will not satisfy them. They will then shift the goal post once again,

    The Commissioner of the COI is just a judge and never run a government. He was handpicked by the British to do the job with no tender process nor transparency. His entire staff assigned to him to do the COI were assigned by the British and they were all people who work out of the same office in the UK as the Governor. So, the question is who really wrote those 48 recommendations and give them to the Commissioner to make it look like as if it was him and it was a transparent process. Something smells with this whole exercise.

    Please publish in the public domain the process used to hire the Commissioner of the COI, his salary, the cost to the UK for the COI, and why a three-person commission was not used where three commissioners could have been hired with one selected by the UN, one by CARICOM, and one by the UK to avoid all forms of bias.

    We are tired of all the Governor does each day is find fault of everything in the BVI and put it in a speech for the world to hear as part of his set up to try to fulfill his wicked plot, while no one can hold him accountable. This is wrong in the 21st century.

    The COI ACT needs amending RIGHT AWAY to allow for balance and get it in line with the modern-day laws as this ACT was passed in 1880 and amended once about 50yrs ago. All this was done during the slavery era, and it is not in keeping with modern day legal practices and people's rights. Probably this is why its amendment did not make it as one of the 48 recommendations as it still promotes slavery and works into the colonial masters' plans.

    The few who want the British to take over BVI directly, did not study the history of their fore parent who were slaves under the British command for years. Also, they are not looking at the news here in the UK where crime is on a significant increase and so is poverty. The common man in the UK is totally dissatisfied with government and their senior public officials who advise them as the policies they have implemented are destroying the lives of many, including businesses. The people of the BVI needs to know that their people are more than capable of doing a better job of leading the BVI than the UK Officials and do not let them fool you into thinking otherwise.

    If anyone believes that this so called COI is driven by the British government love for good governance and democracy and not external factors forced upon the Bvi to find work for white people in the bvi, then 'I have a bridge in Brooklyn to sell to you'
