Cabinet approves $1M contract for new elevator @ Admin Complex

ROAD TOWN, Tortola, VI- A new elevator for Ralph T. O’Neal Administration Complex will cost the Government of the Virgin Islands over one million dollars, according to a Cabinet Post Meeting Statement released today, May 12, 2022.

According to the statement, the contract for the elevator project was approved by Cabinet on April 27, 2022.

It said Cabinet “Reviewed and accepted the Evaluation Report submitted by the Central Tenders Board's (CTB) technical evaluation committee, which the CTB approved on 29th March, 2022; accepted the CTB’s recommendation to award Building Construction Management Group Ltd. a contract for the construction of the new elevator shaft, procurement, installation and commissioning of a new elevator for the West Atrium of the Ralph T. O'Neal Administration Complex in the amount of one million, seventy-six thousand, seven hundred and ninety-six dollars and ninety-nine cents ($1,076,796.99).”

Cabinet also decided that the Ministry of Transportation, Works and Utilities instruct the Attorney General's Chambers to vet the relevant agreement.

The Ralph T. O'Neal Administration Complex, the hub of Government business, has been under repairs, following its devastation by Hurricane Irma in September 2017.

Meeting was chaired by Gov Rankin

His Excellency, the Governor John J. Rankin, CMG, had chaired the Meeting held at the Financial Services Commission’s Resource Centre, where all Members were present, with the exception of the former Premier Hon Andrew A. Fahie (R1) and former Minister for Natural Resources, Labour and Immigration.

The then Acting Minister for Natural Resources, Labour and Immigration Hon Alvera Maduro-Caines attended the meeting.

      The whole Central Tenders Board need dissolving.

      Most elevators purchased for use here (+/- 4 floors) Cost around $200k. I just got one quoted for 5 floors at $180k delivered to the BVI Port. I would not even mention the elevator shaft cost. Everything must be gold plated on this thing.

      Somebody needs locking up for this one. Who sat down and said, "yes this is a good price"?

      this is crazy, so much money just for a elevator shaft. i can not remember the cost of the admin building but to compare to the eshs price something is not right.

      One million plus $79,000 the $79,000 probably the actual cost to purchase and install.
      You can Google how much it costs for commercial elevators. ????... less than $100,000k is what I found.

    The major part of installing an elevator is the shaft. If you don't get that right/ plum on a new build. The elevator kit adjustments will not have the spectrum to function.
    This building already has the shaft in place and the building is as tall as me... so you are basically calling in an off island sub-contractor to demo existing and just install a new one.
    A good subby shipped down from the States would do it in a week and would maybe send 4 men max.
    The height, size and live loads of said elevator is what determines the cost. You could call any proper elevator company right now, give them the dimensions and load capacity and they would give you a quote over the phone. Then it is just a case of logistics... so someone is going to cream 60% of that bid minimum.

    An elevator for 1 million dollars? What happens to activities for the kids funded by tax payers money? This government and I mean all needs to go. This is more money for you all to steal. Go build after school programs all over the islands so kids have things to do and places to go instead of the streets.     Use the stairs. Saves electricity. Saves cost of maintenance. Faster than standing there and waiting for elevator to come. Opportunity to exercise.
    Or, spend $ 1 million on the elevator. The thing will break down due to poor maintenance (assuming it's properly installed), and you'll still end up using the stairs while waiting for another expensive set of repairs.
    Why is this a priority?

      The contract was approved on April 27th. Andrew Fahie was arrested on April 28th. So, this scam belongs to the previous government headed by Fahie.

      The latest information is that the AG was supposed to finalize the agreement, but hopefully it has not been signed as yet. If that is the case, then the new government can simply tell the AG to tear it up.

    Ayo need to investigate who on CTB and the owners of Building Construction Management Group Ltd and see if there's a conflict of interest there cause ain't no way they look at those numbers for one elevator that's going 3 floors MAX and maybe 2500lbs MAX and determined it would cost that much. And why would cabinet approve that without questioning?

    I THINK COLIN ONEAL. HAS THE CONTACT FOR THE ADMIN BLD NOT SURE WHETHER THIS COMPANY HIS HIS.
    HOWEVER THE PEOPLE WOULD LIKE TO SEE THE BILL OF QUANTITIES FOR THIS 1 MILLION DOLLAR ELIVATOR.
    I AM AWARE OF A HEALTHCARE FACILITIES IN FLORIDA (10 STORIES) OTIS ELIVATOR AND ALL OF ITS COMPONENTS INCLUSING SHAFT IS 225,000. THIS INCLUDE THE INSURANCE AS WELL. THIS NEED FURTHER SCRUTINY.
