BAUGHERS BAY, Tortola, VI - General Manager of the BVI Electricity Corporation BVIEC, Dr Neil N. Smith, has called out the BVI Health Services Authority (BVIHSA) and connected clinics as compromising the ability of the power company to keep lights on in the Virgin Islands (VI).

This comes as the power company was forced to disconnect clinics off the electricity grid over the BVIHSA owing a large sum on electricity bill.

BVIEC General Manager speaking on the Tuesday, June 18, 2024, edition of the radio show 'Eye on the Future of the Nation', equated the situation as having to carry water up the hill in a basket.

“What I can’t get… is why the BVIHSC can’t pay their bills. They have a duly appointed board, they have competitive staff I believe… they have a responsibility to pay their bills,” he said

Dr Smith added that the entire health service authority owes the BVIEC, not just the main hospital but the clinics.

Clinics lost power on June 12, 2024

On June 12, 2024, the BVIEC moved to disconnect some of the clinics from the power grid, however, still outstanding was bill for the main hospital.

“Where people would probably feel a bit funny, is that they saying you’re being insensitive cause this is our healthcare institution… yes, but we also have an obligation to you the customers that is compromised if our other customers are not paying their bill,” Dr Smith said.

“So by BVIHSA not paying not a substantial sum of money, it is actually comprising our ability to keep your lights on,” he he added.

While the health clinics have since been reconnected, Dr Smith explained that the monies owed remain an opportunity cost for the corporation which could be put to use for new machinery or towards human resources.

Where is the 7 million you gave away. What are you trying to prove now. Maybe you learnt from your failures. This is not the way. Those big Food Stores, hotel and Restaurants, and other Govt dept. are their bills up to date?..seems like you came to this job with vengeance on your mind for BVIHSA.

What a stupid comment. I hate you think you are an educated individual making such a childish comment. If the HSA wasn’t so poorly administered they would have been paying their electricity bill. I fully support Dr. Smith. I pay my bill monthly, yet my power go off and from what he is saying, the HSA not paying their bill prevents BVIEC from investing in new equipment and Human Resources. BVIHS need to pay their bill, no excuses. It’s ridiculous and sickening to say the least.

The B.V.I Health Services Authority is a life savings necessary need in our country. It not fair, though, that such a huge bill is outstanding. However, many time much bigger amount of money are been mismanaged and overspent over the past 25 to 30 years on events not as important as the BVIHSA vital need.
Many unnecessary lights have been and are being left on in the daytime.

Mr. Neil Smith, your bread has already been baked. Many people that depend on the BVIHSA have no money to buy flour. Come on man. You claim you are a Christian. Show some mercy. Work out a payment method on how the bill can be paid .
It is alledged or in many person opinion, that over 1 billions Dallas or more may not be accounted for in the past 25 to 30 years.

When the Hospital was complete & NHI started that unpaid private debt of all the clinics and doctors was dumped on the new institutions for taxpayers to pick up the tab , then the same professional started double billing the NHI laughing all the way to the bank.

I am not a fan of Neil Smith. He seems to have narcissistic tendencies, a bad attitude problem and is generally incompetent in leading projects, case in point BVI airways. BUT, I AM a fan of what he is doing. The BVI people are too weak to have a backbone to make noise. His decision is a good way of making noise. The people who should be questioned right now is the government, especially Minister of Finance. Questions are 1) is there an allocation in the budget to cover operational costs of running each department. 2) If not, why not? If yes, where the hell the money going? 3) What is the plan for the settlement of outstanding debt owed to BVIEC e.g. proposed deposit amount, monthly instalment amount. You want a 36month, 48month or 60month repayment plan? Then BVIEC can draw out the plan and government can stick to it or face the courts. The People VS The incompetent government of the virgin islands. Need more courageous ones like Neil Smith. The ball is in the government court. Pay up and stop throwing stupid parties and making dumb trips, now.
