BVIEC spending more than earning- Info in HoA reveals

- According to stats for 2018 to May 2021, only in 2020 did revenue exceed expenditure

DUFF’S BOTTOM, Tortola, VI- The Virgin Islands Electricity Corporation (BVIEC) may be raking in millions per year in revenues; however, this does not mean the Corporation is any better off.

Information disclosed during the 11th Sitting of the 3rd session of the 4th House of Assembly on August 19, 2021, has revealed that BVIEC’s yearly expenditure has been exceeding its yearly revenue, at least since December 2018.

Premier and Minister of Finance, Hon Andrew A. Fahie (R1) was asked by Leader of the Opposition Hon Marlon A. Penn (R8) “what was the dollar amount of revenue and total expenditure for the BVI Electricity Corporation for the periods 1st January through 31st December 2018, 1st January through 31st December 2019, 1st January through 31st December 2020 and 1st January through 10th May 2021 respectively, inclusive of all the details of the revenue receipts and expenditure for the same periods?”

Revenues

Premier Fahie replied: “For the period 1st January through 31st December 2018, the audited revenue receipts were $46,297,458.00. For the period 1st January through 31st December 2019, the audited revenue receipts were $51,912,051.00. For the period 1st January through 31st December 2020, the unaudited revenue receipts were $44,390,452.00. For the period 1st January through 10th May, 2021, the unaudited revenue receipts were $12,775,964.00.”

Expenditures

The Premier then gave the total expenditures for the same periods. 

“For the period 1st January through 31st December 2018, the audited expenditures were $58,380,895.00. For the period 1st January through 31st December 2019, the audited expenditures $58,195,351.00. For the period 1st January through 31st December 2020, the unaudited expenditures were $44,374,902.00. For the period 1st January through 10th May 2021, the unaudited expenditures were $13,322,535.00.”

Revenue vs Expenditure

According to the information presented, in 2018 the expenditure exceeded revenue by 12,083,437.

In 2019, expenditure exceeded revenue by 6,283,300.

In 2020; however, revenue was $15,550 more than expenditure.

For the period January 1 to May 10, 2021, expenditure exceeded revenue by $546,571.

This information comes as residents continue to complain about the inflated cost of electricity in the face of a pandemic and massive joblessness.

    Is this why they have not reversed the fuel charges they said they would after the government rolled back the import tax? Is this why persons bills have doubled and tripled in the last three months as the fuel surcharge has indeed "surged"?! Enquiring minds want to know.

    At this point, shouldn't we be on renewable energy? Let's transition to get out of oil. Small countries like BVI in Europe have turbines at sea generating a good percentage of electricity. We are blessed with sun and wind and should be able to do better in this 21st century. Let's go green, for real.

    Lets look at these dates 2018, what happened in 2017. We lost the entire electricity Grid and was completely rebuilt in 6 months. Great work BVIEC on this. So the total rebuild of the infrastructure and following few years would have shown a loss. But now the infrastructure is here and pretty stable were on a good path for the future. Plus we had a new generator installed a few years ago which was also a heft price. So the long tern investment is now paying off where only $15,500 loss in 2020. This looks good for the future if there are no unforseen rebuilding of the infrastructure for the future. Its important to understand the numbers when disclosing these sort of articles and this I would have expected. Look like the government is trying to justify a large price hike where its not needed as time will recop the investements.

    They have so many persons employed in the office do they need all those persons. And they don't have enough lines men. Late after midnight they cant answer calls until 600am. Its a real mess. The financial comptroller is so tight but it seems they don't do good revenue and expenditure forecasting.

    Ok going geen is the way so what will be the cost to inport the necessary item we need like solar panel ect duty free or the going kill uswith taxes let me know before u think about going green

    BVIEC should be run by power generation specialists, not the Government. Other Caribbean countries who've done this have lower power bills and better supply. The BVI should also go massively Green and use God's gifts of sun, wind and wave.

    The figures are actually not so bad and the Chief should have explained better.
    In 2018 there was massive expenditure to repair the damage caused by IRMA which should also lead into 2019. By 2020 there was massive profit to offset most of that capital investment of the two previous year. Like wise, this year there should be a decent profit unless we get another devastating hurricane. So if there is no hurricane this year there should be a good ease up on the fuel charge for US. However prior to Irma we have quite a few years of no hurricane and I am assuming good Profits that should have been invested in Solar energy long ago.

    You all add a late fee o $10 without seeking to make it legal. You all still charging $10 reconnection. That is an extra $20 per person who is late. You all jacked up the fuel variation and still bawling? I say it is poor management/mismanagement of funds or something like that. Wickedness does not pay.

      Pay your bill on time and you won't have a late charge or get disconnected! In fact, go to the office and pay for the coming year (can't do it on line).

      Our bill is usually under $15, so we pay $250 in advance and never have an issue. Why so little? Conservation. Small, efficient fridge and washing machine. No dryer, no dishwasher, no A/C, no TV, no stereo. All LED bulbs.

    Move along, nothing new. BVIEC may have done a good job rebuilding, but the devil is in its operation and maintenance, and how to keep up with increasing energy needs. Fossil fuel is not sustainable forever.

    That's why the bills are so high for the months on June, July and August? This is ridiculous! My bill is now reading 500.00 per month when nothing has changed in my dwelling. Bills normally on average 200.00 per month.

    I guess IRMA had something to do with the expenditure being so high in 2018..probably 2019 as well. But still...crazy numbers when I paying such a crazy bill every month...time to really go green..cause right now things BROWN!

    Has anyone stopped to think of the direction our Territory is heading? We are creating poverty for practically half of our population. With the mismanagement of our tax payers money over the many years by various governments, having to survive the floods and storms of 2017 and now the pandemic, we have sunken so deep in debt (government and our people), that the future looks very bleak. With government continuously avoiding enacting the consumer protection bill, thus allowing retailers to hike up prices whenever and wherever, we the people are suffering and sinking. We are losing everything we’ve worked so hard for and government is spending money in areas that don’t need the attention. How will we get out of this situation? The stress is causing illnesses. We are spiraling downwards. The domino effect has begun.
