Brian A. Davis tipped to head Waste Management Department
The move has the blessing of the Public Service Commission, and Mr Davis is expected to report to his new Department as the Acting Director on Monday, December 1, 2025, according to the same source. It is unclear why the change; however, the Water and Sewerage Department (WSD) is expected to merge with the BVI Electricity Corporation (BVIEC). Mr Davis, a Virgin Islander, will replace Mr Marcus E. Solomon, a Trinidad and Tobago national whose contract was not renewed when it ended earlier this year.
WSD plagued with challenges
Mr Davis was a former senior member at the Public Works Department before he joined the WSD. The department he inherited was plagued with water shortage throughout the Territory; however, both he and the Minister for Communications and Works, Hon Kye M. Rymer (R5), said it was due to lack of funding and resources and ageing water pipes.
The Government, as a result, declared water a national critical priority and funds were made available to fix many of the long-standing infrastructural challenges, including broken pipes, leaking reservoirs, a lack of water meters and vehicles for the staff to do their jobs.
In February of this year, under Mr Davis’ leadership, customers were able to pay their water bills online, and a contract was also signed for leak detection.
It is unclear with Mr Davis' departure next week who will lead the WSD, a critical Government agency.

The people that built the welcome toilets in Trellis will get more lucrative contracts with this thinking. OH. They just did!!

But it does show that we know how to treat people failing in Acting positions. Promote them. Show that racist Governor how it is done. Remove the down Islanders and put in one of our own from another failing department. Go VI.
Promote them to another failing department so we won't notice when that department does not get any better.

Throwing its hand up, government solution for the care and feeding of the DOG is to merge it with BVIEC. It is the hope that centralizing the utility(s) with a CASH COW, ie, BVIEC, problem solve. Is government dreaming? Is W&S too big problem for the Greedy 13? Is outsourcing the solution? Is W& S inherently governmental? Is W&S destined for indefinite subsidizing by government? How is the utility handled in other OTs?
