Brewers Bay restroom contractor says critics ‘bashing for badmind & jealousy’

BREWERS BAY, Tortola, VI– Kendol K. Arthur aka ‘Kingman’ of K&C Construction has slammed critics of the Brewers Bay restroom facility as ‘badmind and jealous’ over the cost which he is adamant was the lowest bid to the tune of $124,000 for his part of the contract for the facility.

While the total cost of the project is said to be around $230, 000, Mr Arthur speaking to Virgin Islands News Online on April 12, 2023, said those on social media are even criticising unfinished work in a video taken by someone and posted for malicious reasons.

“Eight people bid on that project, and I was the lowest from 300, 000 to 124,000, They talking about I underhand and I giving the government a cut and all kind of crap,” he said.

Mr Arthur added that leading the criticisms of him on Facebook and via Facebook live videos is one person who has intentions to enter politics but 'cannot win'.

He assured that when completed, the restroom facilities will be one of the most luxurious in the Virgin Islands and still one of the cheapest public restroom facilities worth more than the cost to construct it. 

He added that the work is currently held up as changes to the project designs have been requested by the project manager, to which he is awaiting the details.

Meanwhile, in a statement released on, Friday, March 17, 2023, Minister for Natural Resources and Labour Hon Melvin M. Turnbull (R2) said the initial sum of the project was $213,000 which was budgeted for the completion of the project. 

“Of this amount, K&C Construction was awarded a contract for $124,258.70. A contract was also awarded to Connect Enterprises Limited for installation of a treatment sewage plant for sixty thousand, four hundred and fifty-seven dollars and ten cents $60,457.10.”

The Minister added that there would be additional costs for the installation of electricity, water, countertops, and an access ramp. Further, Hon Turnbull said as works progressed, the budget was adjusted to $238,272.11, to account for critical design changes and material costs, for a difference of $25,272.11.

    He is currently held up as changes to the project designs have been requested by the project manager, to which he is awaiting the details?? How long does it take to complete a bathroom? It is the exact design as the Beef Island Long Beach facilities...yet it is being held up for months to make changes to the design? Please!

    If the project was advertised to be awarded to the lowest, responsible and responsive, the contract should have gone to the lowest bid who met this criteria. If that were K&C Construction, what is the problem if the bid was fair and reasonable. Government should have an estimate on what bid it deemed that was fair and reasonable. If no bidder had a fair and bid, the acquisition should be cancelled and back to the drawing board. Nevertheless, why on this contract were electricity, water, countertops and access to ramp an additional cost? It seems that these items are an integral part of the contract. Nonetheless, low bidder is inherently problematic and often so with poor bids and bad contractors who invariably take shortcuts, causing major headaches to the owner. Best value contracting may be a acquisition tool.

      @Political Analyst, you seemed to have some experience with construction contracting and public sector contracting procedures. It amazes that bloggers are way out in front of government on things. The talent is here so it is either that we are not recruiting properly or we want to do things our way. Concur, the low bid contract bidding is aim to level the playing field but low bid is problematic. Particularly, contractors bid low to get the contract and then try to recoup the money left on the table through change orders. That fail, they cut corners to meet contract obligation, delivering a poor product or service. And if there is poor or no inspection, things get worse. Low bids at best are for simple jobs. Ok. This is a small simple project so why there is delay due to reworking of project? WTF!!!

    Who is this project manager? First he could not be found now they awaiting project design change from him. Who is it? And where is the full breakdown of the costs. This project involves public money and the people have a right to see the costs breakdown. It needs to be published forthwith.

      @ Wo. You are correct about people defecating in the bush. I visit Josiah's Bay beach regularly. A built bathroom is there which is great, but no plumbing was ever put in. How stupid and wasteful is that? $10,000 dollars could easily fix this problem because the building is in good shape, but Nooooooo, they would rather have people relieving themselves like animals in the bushes. How NASTYY and UNHEALTHY is that? Stupid idiots who did this but never finished the project which is hundreds of thousands less to finish than these overpriced bathrooms. Government really should be ashamed of so blatantly favoring friends and relatives over the needs of an entire beach. YUCK!!!!!

    I have always found that living on Tortola there seems to be a constant desire to over complicate things. These bathrooms just need to be clean and functional, nothing fancy that can’t be maintained which we often see in bathrooms, touchless soap dispensers etc.. this stuff always breaks, much like the ATMs in Road Town. I am currently extending my house, the extension will be bigger than these bathrooms. Rough cost of 80k.
    On a separate note, whatever happened to the kiosks that were going to be introduced at the airport? That made headlines some months ago.

      Do you notice how BVI Citizens dont use the kiosk at the Road Town Ferry Dock? They pass it straight and go join a line. Smh...waste of money!!

    Let me tell all of y’all who’s talking about the bathroom something, I listen to you guys all the time and I have to respond now. Alyo sound like children, big people sounding like children. Sound like some of y’all have a personal problem with this man. If it was me I would not respond back to y’all hatred comments. As young as I is that is not looking good, the bathroom done build, it’s big and it looks darm good. To me, y’all not even reading the News media before y’all make y’all comments. Alyo keep repeating the same thing all the time, asking the same question all the time. The man already said it’s $124,000 he used to build the bathroom and that answers to all the questions y’all keep repetitively asking. Secondly alyo have me bashing the man because I thought the bathroom was an inside bathroom in a house. Me father and I went down there this morning to see for ourselves and it’s a big bathroom for that $124,000. Alyo need to go see the bathroom for y’all selves. Alyo have me bashing the man, and I need to apologize to the man. When I’m ready to build I need to call this man to build for me. In this BVI it have bigger things to look into more than that bathroom, that don’t make no sense. The argument about the bathroom don’t make no sense to me. Think about the election coming up. The UK wanting to take over, that’s what y’all need to focus on. It have about 4 or 5 team running. Out of all those teams only one team has a full team. Think about the collision government that’s about to come, everyone wants their idea to work, you don’t think of that? Alyo don’t think that will be problem? I am young but I am not stupid. We have bigger things to look into. That’s how y’all teaching the young people to bash people who is trying to make a life. Well I am not in that with alyo. I am young and I know better.

    The late Lavity said where there is no vision the people will perish. I say to you the people of the BVI. Where there is evil greed and stealing the people will be purnished for the deeds of their representatives from Premier down. Brewer's has not community center to hide from the rain and sun but we have an unfinished bathroom in an bad location of the beach costing us several thousand of dollars

    I don’t care who built them. All I want to know is if they will ever be unlocked with running water ?
    Sage Mountain is Always locked. Noel Lloyd is only open on cruise ship day.

    I hear alot of people keep talking about our tax payers money, nothing is wrong with that to defend our tax payers money, but most of you who’s talking about the brewers bay bathroom and tax payers money… how much of alyo coming to NHI and Social Security to pay alyo tax and go to inland revenue to pay y'all tax? How much of y’all could get y’all good standings in order? If alyo love our country so much and protecting our country so much, y’all need to come in and let we check your good standings and see how your tax was paid for the past years. The tax payers money are most persons who are silent and understands what’s going on with the use of the monies and it also appears to me as well that it’s the media bashment lovers are the persons who don’t pay their NHI, Social security and inland revenue taxes to prove that they love our country so much. I agree yes, that when the bathrooms are finished they need to open to the public. For those who bashing the man y’all bashing the wrong person. Y’all need to talk about the government side of things. I also agree with the young person that says that it doesn’t make sense going on and on with this situation and that there are other issues to look into rather than this bashment that’s going on constantly. It needs more persons in the country to think like that young person. Our great Lavity stoutt would not accept what y’all trying to do to this contractor. Our great Lavity stoutt believes in love and peace and not hatred and slandering for no reason. I rest my case.
