Belonger Police Officers snubbed again for another UK Officer!

ROAD TOWN, Tortola, VI- In a time when elected officials are claiming that they are pushing for locals to obtain jobs in their country, it seems like this does not apply to the Royal Virgin Islands Police Force (RVIPF).

A few weeks ago yet another United Kingdom Officer was hired on tax payer’s money, days after the Financial Secretary Neil Smith announced that the Virgin Islands has a $113M deficit.

The Officer, who has already been sworn in, was hired to head the Forensic Unit of the police force. His salary and package are higher than some officers above his rank, according to a source close to the situation.

Belongers overlooked for UK Officers

Several police officers told this news site that there are about two current police officers, both Belongers- namely a Mason and a Washington, who are trained and could have run the Unit. 

Several senior ranks within the RVIPF are of the opinion that the police force through government should expose other existing ranks in the Unit to the study of Forensic Sciences via scholarships and training in the field, a move they are convinced will benefit the Virgin Islands more on a long term basis.

One source said they are confident that there are several ranks within and out of the Unit that have the capacity to effectively lead the forensic unit. "They are not encouraging us here to give of our best, every time is someone from somewhere they bringing and here again they doing the same thing," he said.

It is also this news site’s understanding that the individual has come on a two-year contract and it remains unclear if anyone has been assigned to understudy the UK officer. "The money they paying him for that two years can sponsor two officers from right here who'll return and serve for extended periods," opined another officer.

Back in October of 2012, the RVIPF had indicated that they were in the process of hiring an officer who specialised in forensics from the United Kingdom, following the retirement of its last expert in the field.

The then Acting Deputy Commissioner of Police, Mr Alwin James had also said that the RVIPF had previously hired a sergeant from the UK who worked with the RVIPF for about nine to ten months and did a lot of work in the area of forensic investigation.

"Unfortunately, he has resigned and left the Territory and we are now in the process of recruiting an Inspector to be in charge of that department from the UK with certain specialist skills that can assist us to enhance our detection in crime,” Mr James had said at the time.

The current police brass agreed that they will give the new incumbent their fullest cooperation and try to learn as much as they possibly can. "But we still saying give us the opportunity to be trained," a senior officer said.

Even if Mr. Morris had no confidence in the two officers it is unknown whether any attempts were made to recruit from the Caribbean region where there are many in the field from the bigger countries of Jamaica, Trinidad and Tobago, Barbados and Guyana to name a few.

A source told this news site that the recruitment of UK nationals in the RVIPF have the full support of the United Kingdom appointed Governor William B. McCleary as well as the UK Acting Commissioner of Police David Morris two controversial figures in the Virgin Islands.

A few weeks ago Police Information Officer Diane Drayton, when asked by this news site about the new UK Officer to fill the forensic Unit, post told this news site that “the post has not been filled.”

McCleary & Morris very controversial

Both UK nationals, Governor McCleary and Ag. Commissioner Morris, have caused much controversy as Governor and Acting Police Commissioner. The Governor has been consistently accused of not been committed to good governance, law and order for his alleged blatant violation of the Virgin Islands Constitution.

Both Morris and McCleary are facing many court cases brought on by fellow police officers, ordinary citizens, and civil servants, ranging from alleged rights violation, violation of the constitution, challenge of decisions made by them under their powers and unfair dismissals.

Acting Police Commissioner Morris, who has the strong support of Governor McCleary is expected to be appointed Commissioner of Police anytime soon even while there are locals who can hold the post, according to many in the community.

Morris told a TV talk show on CBN channel 51 a few weeks ago that he is “not white”.

    I retired when I reach the retirement age of 55. Does that mean that Morris and Niveen should retire soon. Frazer retired at 55 and we BVIslanders retire at that age. Or is it since the Governer is nearing 65 that these 2 UK cops will stay indefinitely?? This is nonsense. Governor must go also. He is 62 when he was appointed. Why is England pushing these retired men on us???

    i dont know what to really say about these blogs that commending these men in what them doing. Corruption travels by many and stopped by few. I thought the BVI Government say that they dont have any money, so how come these white man coming in straight and them getting these big sallaries so who paying them? As for the talk about local officers getting positions i agree with it, but some of them from since they join the force, them doing other police officers all kinds of nonesence and think that god sleeping, them just getting punished for their deeds. i visited some of the stations and lord them deplorable and them cant get fixed because of lack of money but i dont see the lack when people getting hired left and right and getting president pay.       The UK Officers are on contract, not probationers. They have limited employment rights, and do not have the luxury of secondary employment here in the BVI, for example.

      To suggest that contract officers become probationers is ridiculous. Many of these contract Officers were probationers 30 years ago, and have since gained the multitude of skills which the RVIPF need to move forward and modernise.

      Lega Team should pop in and see the work being done by UK Officers. I am sure they will welcome you.
      It is a cheap comment to say that they are always in the bars or on vacation. The hard working local Officers know the work that is being done by UK Officers. The lazy minority need to find out, or they will be left behind.

      Why not focus on the best, most skilled, person for the job, either from within the RVIPF or from abroad .
      The small island minded, luddite attitudes of some needs to change.

      The day will come when there are no contract Officers, by which time I hope that the Force is ready to stand alone, and I wish it well.

          @legal team. Police Officers will always recognise the commitment and bravery of fellow Officers, both serving and retired.
          There is a difference between Officers on contract, and those on probation awaiting confirmation. Contracts are short and are not subject to the 3 year probationary period mentioned.
          There will always be a debate about the worth of UK contract Officers, and when they leave, I hope the skills and experience of local Officers will carry on the good fight.

    I agree with those who hold the view that we as UK Overseas Territory have to a large extent rendered ourselves incapable of handling our own affairs. Hence the reason why we now have the protocols for effective financial management or whatever it is called, an expat UK Commissioner ect. These things did not all happen by accident. Had out government including the present as well as the past government done what they were supposed to and manage the Territory's finances in the proper way and ensure that our people recieve the necessary qualification so that a BVIslander always occupy the top rank in the Police Department we would not be where we are today. So let us look within before we start blaming the UK.

    ONLY A FEW LAWYERS IN THE BVI CAN STAND UP TO THESE HITLERS AND SADDAM HUSAINS!ONLY SOME FEMALE LAWYERS HAVE THE GUTS:The male lawyers with BALLS are afraid! We need more female lawyers in the BVI..I cry shame-shame-shame on the legal fraternity:Especially those expatriate lawyers working in the BVI,on work permit;who are afraid to represent clients who want to SUE these law-less-law-breakers and dictators.I am calling on these lawyers-attorneys-at-law,who took an oath to serve according to law,but are concern about a work-permit will not be renewed if they defend justice and liberties,within a democratic society!If they don't renew your work-permit because you represent a client against the Governor's alleged lawlessness-SUE the crown,if they do that!!Shame on ah you-coward-lawyers!If you are afraid to represent clients to SUE Morris and Boyd,then you should not be practicing law in the BVI:GWAY:Lawyers must represent both the rich and poor clients;represent high class clients and lower class client.The Government is paying the A.G and staff big money to represent them in court,when the COP and Governor allegedly do their LAWLESS-NONSENSE;but you lawyers in the private sector are afraid of GOLIATH? Even a letter ah you afraid to write on behalf of a client?Bunch of Jokers-Shame on ah you lawyers out there who fraid to stand up for justice!!

    It is time for attorneys-at-law to really get involve:If I understood it right,the Governor is not following the law.The Constitution makes provision in section 97(1) of our-V.I Constitution for the police service commission to advise the governor,as they relate to certain operations within the police force,but the governor took these powers(ALL)from the Po.S.C and from himself and gave them(ALL POWERS) to one man-a UK-Born COP:Powers which he never gave to COP Frazer,because he knew then,it would be unconstitutional to give COP Frazer these powers;guaranteed to the Po.S.C and the Governor; but as soon as Frazer lives,and morris takes over,the governor gave morris the powers(UNCONSTITUTIONALLY)Law is law-Right?
    Section 97(1) "Power to make appointments to offices in the police force and to remove and to exercise disciplinary control over persons holding or acting in such offices shall vest in the governor acting in accordance with the advice of the police service commission but the governor acting in his or her discretion may act otherwise than with that advice if he or she determines that compliance with that advice would prejudice her majesty's service".The Constitution did not make provision for the COP to be part of this process(Promoting officers in the police force)If the COP did that,(promote officers) these promotions are unconstitutional.The bloggers are right to criticise the Governor.He amended the Constitution without a referandum.He made a law "Police Service (delegation of powers)Regulation,to give morris unlawful powers;without going through the BVI Parliament,as provided for in section 79 of the Constitution:I am very much concern about the Governor's behavior in Public Life.Guest who again?     The place is too small, nothing is a secret for too long. However, Tolians, educate yourselves and work hard. It will bear fruits one day. Your current style has set you back 20 years atleast.
