Asphalt plant brings new road @ Premier’s Cutlass Tower office

WICKHAMS CAY I, Tortola, VI – With the local asphalt plant now back in operation, repairs to roads are being done across the territory as promised by Premier and Minister of Finance, Dr the Hon Natalio D. Wheatley (R7), who said the plant was a critical part of improving the road infrastructure in the VI.

One such new road photographed on September 28, 2023, can be seen outside the Premier’s Office at the Cutlass Tower building, on Wickhams Cay I, Road Town, Tortola.

The building also houses BVI Finance, regarded as the voice of the VI’s financial services industry since it is responsible for marketing and promoting the territory's financial services. 

Hon Rymer credited for bringing plant into operation 

Premier Dr Wheatley in a statement on September 16, 2023, credited the Minister for Communications and Works, Hon Kye M. Rymer (R5) for bringing the plant back into operation to address challenges with VI's roads.

“This asphalt plant is now operational, and already, teams are deployed to patch and make our roads more driveable. This is a critical part of the overall plan to improve our infrastructure. I was proud to push the button and release the asphalt that will assist in providing better roads,” he said.

Hon Rymer, speaking in the House of Assembly in February 2023, said once the plant was operational, the government would commence carrying out a phased road programme to address areas in need of repair and resurfacing.

    When will be learn that laying asphalt without a proper foundation does not work. Why do we have to keep proving that. I remember when a Minister said that it was ‘planned’ that the highway would need to be resurfaced within the first year after it developed holes within a few months. We should do our roads in concrete - yes it is a bit more noisy but it lasts!

    “This asphalt plant is now operational, and already, teams are deployed to patch and make our roads more driveable.” It is wonderful that the asphalt is in operations, having the potential to reduce road network cost. Hon Premier Wheatley, not knowing that you don’t know what you don’t know but should know is an awkward situation. Your technical staff advisor(s), ie, Public Works Director, should brief you on technical issues. This is why the Public Works Director needs to be an experienced civil engineer or related engineering discipline. The Public Works Director should serve as the government’s senior and go to technical advisor.

    Pushing the button on the asphalt plant to load trucks, perhaps was an exciting experience but that is not what produces a quality lasting road. What makes a good road includes proper design and construction of the subgrade, subbase, base, and the surface or riding surface. Further, construction completed, attaining road lifecycle entails timely and proper repair and maintenance. A smooth road is not necessary a good, though the appearance may give the feel as such. It can be a mirage. As others have said consistently, the only fix for failed road is complete replacement. Anything else is just at best a temporary band aid. Moreover, the VI roads are in a deteriorated and failed condition. Consequently, the VI cannot afford to fix all its failed roads at once; it would also not be practical road management. As such, the urgent needs should be addressed first. Further, good asphalt entails proper ingredients mix ratio, application at a minimum temperature, adequate rolling, etc.

      @Contrarian, mehson, you hard on the Premier. But it is he and his advisory staff fault. It is either he is not listening to the experience staff or doing his own thing with the attitude that “ I alone can fix this.” This is some Trumpian failed bull. Have we not learn anything from the our failed design, construction, maintenance and repair road network process/strategy, etc. When are we going to get it that a smooth road with poor drainage, etc is not necessarily good road management. Additionally, it is throwing good money after snd at bad to consistently paved over a failed road. As many other commenters have said, the fix for a failed road is complete replacement. I’m convince that we don’t know when a road has failed. Do we? What processes or techniques or tools are being employed to assess road conditions???? I’m sick and tired of being sick and tired of waiting for the roads to be fixed properly, Public Works poor staffing and structure to be rectified, etc.

    I remember during COVID when this plant was purchased. It was a good move but again I hate to say it but this was another good thing by fahie & VIP then, although some don't want to hear this fact including myself but it is a fact. Now is when I realize his good far outweighs his bad.

    Why is the ends of the road look so unfinished as if it done by a parro should they not cut a line to square it off by the bank or at the top so it be a well refine finish instead of this parro finish and that Rolla was to small and light to really compact that asphalt that for patching roads not to use for resurfacing wide roads come on ppl if you going do it right do it right

    you were looking in the wrong direction / THE BIG BOYS HAD THE BALL IN THEIR COURT ,
    AND IF THEY HAD THE BEST INTEREST OF THEIR PEOPLE AND COUNTRY IN THEIR HEARTS , THEY WOULD OF _ _ _ _ _ and form the government ( fill in the blank ) ⬆️ but their greed for the top position is what caused this fiasco , SO , it's not her fault if the game they were playing backfired on them / THE one good thing that came out out of it was , it exposed the hypocrisy within or amongst themselves , that it would not of lasted , there would of been infighting / backstabbing etc and eventually all hell would of broken loose ( aka ) IMPLOSION , as we saw with the NDP

    Patch the small issues first as the bigger ones will take more time and coordination. Also hopefully the tilt/drain the roads correctly to proper drainage and minimize any additional soil corrosion.
