Another blow to the witch-hunt cases to lock up locals with zero evidence

ROAD TOWN, Tortola, VI- The witch-hunt cases against local residents who have a history of speaking out against corruption, double standards and for the rule of law continue as taxpayers are footing millions and millions paying outside prosecutors.

One person in the Ministry of Finance speaking today to our news centre on condition of anonymity said by the time this is over, it could cost taxpayers close to 60 million dollars, including appeals and class action lawsuits against the government. That's money needed for roads, education, water, health care, public sector salaries and retirees pension increase. 

However the witch-hunt cases continue so far with not one victory or evidence of corruption coming out of the one man Commission and Inquiry (CoI). 

Kelvin Thomas a victory?

This time it was the case against local businessman Kelvin Thomas who was hit with charges over the Elmore Stoutt High School (ESHS) wall. The United Kingdom Police charged Mr Thomas with one count of obtaining property by deception, false statement and claimed that he had proceeds in his possession from criminal conduct. 

Mr. Thomas was just a contractor and according to the Public Works Department report, fulfilled all his contractual arrangements with the government of the Virgin Islands (VI) on the ESHS wall.

Today, July 14, 2026, High Court Judge Angelica Teelucksingh declared a mistrial and dismissed the case and jurors. This means the UK Police Officers, the Governor and Director of Public Prosecutions (DPP) Mrs. Tiffany R. Scatliffe-Esprit have lost yet another high-profile CoI case.

The DPP can bring back the case, however, it must be with new jurors. It's unclear if Mrs  Scatliffe-Esprit has already received her marching orders from the Governor to do so.

History of loss for DPP  

All cases against many residents coming out of the CoI witch-hunt list have failed, including Hon Myron V. Walwyn (R6), Lorna Stevens, Najan Christopher, Wade N. Smith and now Kelvin Thomas.

Ms. Christopher’s case was discontinued from appeal and she is expected to return to the public service shortly. She was in court for simply writing a letter saying that former Premier Andrew A. Fahie was the Premier and Head of Government at the time of his arrest in 2022.

Governor interference? 

Ms Scatliffe-Esprit has been instructed to appeal the other cases she lost and legal experts expect them to again fail on appeal costing taxpayers millions and millions. Mr. Thomas was represented by high profile Attorney Terrence T. Williams, KC, and Karlene Thomas-Lucien of Chase Law. 

Residents and social commentators believe she is being instructed by the Governor to appeal the cases, however the DPP claims that she is an independent actor.

Both UK Police Officers and local officers working with them have done whistle blowing about the witch-hunt list and the real objectives of all the bogus prosecutions against the residents of the VI.
