Andrew S. Morrell's urine test results requested but not received by RVIPF– CoP Collins
Urine samples vanished?
The commissioner made the revelations during an April 21, 2022, edition of 'The Big Story' hosted by Cathy O. Richards on the subject, after it was reported that Morrell’s sample has reportedly vanished from Dr D. Orlando Smith Hospital.
On October 16, 2021, a boating accident claimed the life of Frandie M. Martin Jr and resulted in charges being laid against Mr Morrell months later.
According to reports, a urine sample was taken on the night of the collision. There are unconfirmed reports that persons involved in the collision may have been intoxicated.
While the Commissioner did not specify a date when the test result was requested, he said the procedure is that the police would take an individual to the hospital where a sample of what is being requested would then be taken by a medical practitioner.
“That sample would not be handed to the police, that sample would stay with the hospital. The relevant checks would be done and the results would be handed to the police afterward,” he added.
The Top Cop added that because the investigation is ongoing and the matter is before the court, he will not make any comment; however, he did mention that the results of the tests were requested but not returned to officers.
Morrell facing several charges
Virgin Islands News Online (VINO) has since reached out to the Commissioner to ascertain whether the sample result was received to date, however, no response was received up to publication time.
According to the police Arrest Blotter for the period April 3-17, 2022, police on April 13, 2022, at 1:56pm, arrested and charged Mr Morrell, 58, of Anderson Estate, for Manslaughter, two counts of Failing to Render Assistance in a Collision, and three counts of Causing Injuries to a Person.
Bail was granted in the sum of $60,000, with one signed surety and a scheduled appearance at the Magistrate's Court on May 31, 2022.

A urine sample was not needed to tell that he was drunk as a skunk! Ask the officers who took him into custody and the hospital staff and anybody else who was in the same room as him. Besides, shouldn't they have taken a blood sample? Y'all make the dog sick!!
WE WANT JUSTICE FOR FRANDY!
There was more than one person involved in this accident. But only one person seems to be taking the brunt of charges, gossip and lies.
Obviously politics/ power / money is protecting the pathway of justice !
Why would a sober captain instruct an intoxicated man to take control of his boat. Hmmm
I don’t think Christ said “blessed are the seekers of vigilant justice”.
