ROAD TOWN, Tortola, VI- In a special ceremony held on October 15, 2025, during the Commissioner's Parade at the Road Town Police Station, several police officers were promoted, marking the conclusion of the 2023-2024 promotion cycle within the Royal Virgin Islands Police Force.

Among those promoted were Claude E. Rymer and Kennedy Emmanuel promoted to inspector while Victoria Charles, Noel Besson, Agetta Smith and Kimani Roberts were promoted to sergeant.

Acting Police Commissioner Jacqueline E. Vanterpool described the event as historic, stating,’’ I believe it is the first time that this is happening in the history of the Royal Virgin Islands Police Force.’’

Vanterpool urged the newly promoted officers to set an example of elevation and discipline.

She said, "Too often, the public complains of disrespect of police officers. Know that discipline is a hallmark that steers any disciplined force and  RVIPF will be compared among one of those.’’

The commissioner further noted,’’ Granted, any member of the public can make a complaint against you, but if you're respectful in your approach, generally, the complaints will be lessened.’’

The Commissioner's Parade precedes Police Week in 2025, which officially begins on October 19 and is a week dedicated to celebrating service, discipline, and community partnership within the force.

    Promotions to those ranks should be given following a robust process including an interview etc etc. Seems she has just promoted her cronies!!! If the U.K. commissioners of the past had done that there would have been a big ho ha.

    Those promotions a waste of time cant help the force to be any better. That is the problem right there with the force. For the past 10yrs a set of weak officers who lacked initiative and get go has been promoted and now its reflected in the effectiveness of the force especially with such weak management.

    She should have waited to see who is going to be appointed Commissioner, and not promoted people when she is temporarily holding the position. Unfortunately, this is the sad way we continue here, looking after our own every time regardless of the skills required or consequences.

    Once upon a time: It’s about time you stay out of the RVIPF and the BVIs business. The same law, regulation and policy which gave her the authority have been there from time immemorial and have been available to all Commissioners. When the UK commissioners bring their cronies who are not even Police Officers and give them rank and positions to n the RVIPF, nothing is wrong with that right. Enough wrong has been done by your kind. Just stay out and give de woman a break.

    Poor Decision Making: I know who you are. When you promoted the civilian staff to the rank of Inspector, was that not a poor decision? When you promoted the crime analyst civilian to an Inspector rank, was that not a poor decision? When you gave detectives unlawful orders to handle Sean McCall,
    Was that not a poor decision? When you rigged the Supt process to accommodate your yes man cronies, was that not a poor decision? We can say more about you, so please leave Jackie alone. She used the powers vested in her as the acting commissioner, unlike you who was so reckless in your behavior. You got away scotched free and you better stay out. We waiting for you to set foot back in the BVI

    You are so right. There is are two UK Inspectors right now in the RVIPF who are on contract and were never police officers anywhere. Their promotion was from civilian to Inspector. This did not catch the attention of hte law enforcement review, I wonder why? The two of them completely worthless but they are qualified ethnicity, skin colour and UK nationality. No outside even took notice when these appointments made by UK commissioners. Well done Ms V.

    True dat! 10 officers applied for the the 3 vacant Superintendent positions. Some of them are qualified and capable people. Collins hijacked the process and recommend the 3 worse ones for the positions and the governor rubberstamped. No surprises and as expected their performance has been just wutliss. No body respect them. Two of dem spend their time empowering all the lazy female officers because of what they can get and other one is just the witch she been forever. On the positive side at least she consistent. Any of the other applicants would have been better. Collins away with that and a lot more.

    So wunna upset that she promoted persons who have doing the job for over 3 years without the said rank. But when MC promoted civilians to senior ranks who did nothing but smoke cigarettes under the tree and frequent local bars there was no issue that these ppl added no value to the police force. Seems in some of your minds white is right and black is wack. Just a reminder that slavery was abolished in August 1834 in these islands.
