A record budget must deliver more than record promises- Opposition Leader

- Hon Marlon A. Penn says the question is ‘Will this budget make life better for the people of the Virgin Islands?’
After the Government of the Virgin Islands presented a record $559.1 million budget under the theme, 'Turning Progress into Prosperity: Building a Sustainable Nation', on October 27, 2026, Opposition Leader Hon Marlon A. Penn (R8), left, said the real question is not how big the budget is, or how impressive it sounds on paper, but whether it will make life better for the people of the Virgin Islands. Photo: GIS

ROAD TOWN, Tortola, VI- After the Government of the Virgin Islands presented a record $559.1 million budget under the theme, “Turning Progress into Prosperity: Building a Sustainable Nation”, on October 27, 2026, Opposition Leader Hon Marlon A. Penn (R8) said the real question is not how big the budget is, or how impressive it sounds on paper, but whether it will make life better for the people of the Virgin Islands.

“Will it put more money in people’s pockets? Will it make groceries, electricity and housing more affordable? Will families have reliable water? Will our roads be properly maintained? Will young people find meaningful employment? And will our small businesses finally have the support they need to grow?

“These are the questions ordinary Virgin Islanders want answered,” Hon Penn said in a statement late yesterday, October 27, 2026.

Cost of living a ‘daily struggle’

The Opposition Leader stated that for many families, the cost of living remains a daily struggle. “People are working hard, but too many are still finding it difficult to make ends meet. Small businesses are trying to survive and expand. Young people want opportunities, and families want the security of owning a home.”

Hon Penn said the Government must understand that a large budget does not automatically mean a better life for the people, but that delivery is what matters.

“This Government's track record on delivery is lacklustre at best, with an average of 80 million going back into the treasury unspent over the last 5 years. That’s over 400 million; that should have been spent in the economy and would have yielded significant benefits struggling Virgin Islanders. Let that sink in: over 400 million unspent for the past 5 years,” Hon Penn argued.

‘Clear explanation needed’

Further, he said the budget totals $559.1 million, supported by projected revenue of approximately $457.8 million, $47.3 million in loan financing, and $54 million drawn from existing fund balances.

“The public deserves a clear explanation of how these funds will be used, what borrowing will mean for our future obligations, and how much money will remain in those existing funds after the withdrawals.”

Hon Penn called for transparency, responsible financial management and measurable results.

“They [the people] should not have to wait until another budget presentation to find out whether today’s promises have been fulfilled,” Hon Penn said.
