JOHN’S HOLE, Tortola, VI- Premier and Minister of Finance Dr the Hon Natalio D. Wheatley (R7) has said the reopening of the Eslyn Henley Richiez Learning Centre shows that the Virgin Islands (VI) is becoming a more inclusive society.

An official Opening and Ribbon Cutting Ceremony for the new Eslyn Henley Richiez Learning Centre in John’s Hole was held on Monday, October 13, 2025. 

Premier Wheatley encouraged the centre’s principal, Magdalene Allister, to continue nurturing the talents and curiosity of the students. 

“[Ensure] that they make the most of this beautiful, modern environment created just for them. Your leadership and compassion will help bring these new walls to life.”

The new modern state-of-the-art facility is the first of its kind, a purpose-built special education centre in the Organisation of the Eastern Caribbean States (OECS). 

The centre belongs to the students

Premier Wheatley said this centre is more than bricks and mortar; it is a promise fulfilled. 

“It affirms our commitment to inclusion, equality, and the belief that every child in the Virgin Islands deserves the opportunity to learn, grow, and thrive in an environment that values them fully.”

He also told the students that the new Eslyn Henley Richiez Learning Centre belongs to them. 

“You are the reason we are here…You remind us that ability takes many forms, and that every child, regardless of circumstance, has gifts to offer our world. You are strong, capable, and an essential part of the bright future we are building together.”

A more cohesive, compassionate & just society

Premier Wheatley went on to thank the teachers and caregivers for their “tireless dedication and compassion”, the parents and families for their “faith and perseverance”, and the people of the Virgin Islands. 

“Together, we are shaping a society that is more cohesive, more compassionate, and more just.”

The new structure had to be reconstructed following the devastating hurricanes of 2017 and is fully compliant with international accessibility standards and thoughtful design able to support up to 30 students. 

The project was done through the Virgin Islands Recovery and Development Agency (RDA).

    Cohesive? Compationate ? Just? (as in justified?), your words to us B.V.I people with proven truthful actions, mean little. We need honest responce from you, not empty speechy words, Premier, beginning now.

    According to former USA President, Ronald Reagan, now deceased to then USA President, Jimmy or, Jemmy Carter, now deceased, "where is the beef."

    We, the majority of the people of the B.V.I, to you, Premier, especially low income wage erners, $7.25 an hour is insufficiently, you know it, and same do we, and others, too.
    We, especially the majority of people living in the B.V.I, need more cash in hand to be able to pay for daily food, and other basic needs for survival. In other word, put in our hands more of our cash, not in the hands self, other politicians, and special interest persons of your personal chosen few. Our financial rope is extremely near breaking point. Practicing warm-up has past. The real game is in progress. Time waits on no one to catch up, chose wisely or lose shamefully.
