9 police officers on suspension; CoP wants UK assistance to tackle corruption

ROAD TOWN, Tortola, VI- Corruption in the Royal Virgin Islands Police Force (RVIPF), under Commissioners of Police from the United Kingdom (UK) for nearly a decade, continues to be a topic of discussion and a main reason why the public has been reluctant to give information to police.

Now, Commissioner of Police and UK national Mr Mark Collins has disclosed that nine serving members of the RVIPF are currently on suspension due to alleged criminal activities.

He said their crimes vary from indecent assault, handling stolen goods, possession with intent to supply, possession of an unlicensed firearm and making obscene publications. 

“All matters are before the court…however, a concern is the timeline on these cases as some date back to 2014,” he said in his published position statement on the Commission of Inquiry (CoI)’s website.
 
Mr Collins also said he is now looking for help from the UK to tackle allegations of corruption in the RVIPF.
 
“In relation to serious allegations of corruption, I believe that it would be both pertinent and necessary to engage UK assistance via the Foreign, Commonwealth and Development Office (FCDO)/National Crime Agency.”
 
Commissioner Collins said he has actually commenced a conversation with the FCDO about a review of Professional Standards Department within the RVIPF seeking the assistance of the UK, adding that presently the department only has an Inspector and Sergeant manning the heavy workload.
 
No collaboration between law enforcement agencies
 
In the meantime, the Commissioner highlighted that there is a lack of collaboration and trust across all law enforcement agencies. 
 
“There is an overall lack of information sharing across all agencies and departments impeded by the fact that computers systems are not linked. There are outdated working practices; we are still working on paper files, with many agencies still only accepting paper files and reports, with the exception of the Financial Investigation Agency (FIA).”
 
He said in addition, he also pointed to lack of training for law enforcement agencies. 

“I am constantly being asked about opportunities for local officers within the organisation. A number of officers appear to have the capacity and capability to develop but just do not have the training and experience. Again, this all needs to be funded, and that funding is not forthcoming. Our investigations seem to be DPP led and not police led due to a lack of knowledge.”

The RVIPF falls under the reponsibility of the Governor's Office.

      the same governor/s that preside over the police has been sweeping these matters under the rug for years, the corruption starts with the governor/s, past and present, how has this been going on for so many years and has passed through so many governors. seeing that the governor must and is ultimately responsible he/they must be held accountable and well as those that appointed him/them to the territory.

    What the hell was the previous commissioner doing. And the one thing UK is responsible for, national security, they have ignored for time it seems but interfering in everything else that does not concern them. Why didnt the previous governor make an assessment that funding from the uk was required in order to develop the police force and other enforcement agencies, and therefore national security, in the bvi. The hate is real peeps.

      Funding the police got. Gov Duncan gave them 80 million dollars before he left to the discontent of the NDP. Where did this $$$ go? That is a lot of dough!

    Its truly sad to see that the persons tasked with protecting the community are the ones making the news headlines for wrong doings more than anything else! RVIPF needs a cleansing.....matter of fact, just throw the whole BVI in some rice! From the governmentSSSS come straight down!

    This man is an idiot, just as the rest of white commissioners that came before. They seem to come down here and think the UK is the model for everything. There is corruption all over and I am not saying it should not be tackled. If certain things were to come to light your ex commissioner n governor should be locked up. So Mr Collins by throwing your people under the bus first thing and talking about all the bad is not a good way to start.

      It seems that this issue has been going for several years and was never addressed
      It makes you wonder Why
      Now you have a new commissioner and also a new Governor who came from Bermuda if correct .. the same issue of law enforcement agencies collaborating also happens in other Islands
      What I see is that this Commissioner's stay in BVI would be extended
      All of a sudden it's an issue and it should have been addressed many years prior .. so what was the previous Commissioner's of Police doing especially when locals been voicing their concerns for several years
      There have to be some local Officers who are not corrupt and are doing their part in servicing the community
      Why wasn't training provided .. Is there no accountability
      Customs is responsible and has authority for border protection, is there no information shared with Customs or Immigration in protecting the community of BVI

    Police who the community trust , cannot be trusted anymore. what a ting to tell the king! It is my imagination or is this really happening. Now call in the UK and lets see what's happening, then in ten years they are still here solving problems and training people, but still they can't trust them local officers to lead in any investigation. Police with young girls, Police with drugs, Police informing civilians and what's more is new. Revamp the whole station this community should feel safe.

    Mr commissioner how is it, that you can arrest someone for having a loaded hand gun with 7 live rounds but you do not charge for explosives but only the gun charge???

    How is it for this individual one said Kavarne Richards has not been given the explosive charge?? What happened to the laws of the BVI, are they not applied to those who have connections?

    You want to find corruption you don’t have far to go! This whole case was mishandled on purpose! Wasted the courts time, denied responsibility and still only charged for half the crime committed!

    Mr Police commissioner you have a lot to answer for!!!

    My BVI brother and sisters m we need to open or eyes, we dont need no UK police officers running our territory, we had 3 UK top cop running our islands and at the end of they term all they can say is that the BVI officers needs more training, and we need UK officers, no this is not right let's put a stop to this!

    We have 2 police force. One created by certain officer where he has manipulated the system to put officers in certain department to gather information for him. He has rewarded those officers with promotion. Could you imagine that an officer join the force in 2009 and has reach the rank of chief inspector. The morale in the force is very low. Officers don't think of protecting life and property. They look for the 15th and 30th of the month for their pay cheque. The community deserves better. All of the UK Commissioner will impress you on their first arrival but after it's a holiday for them. They will say bring UK officers to solved murders. How many murders have they solved. Police can't be trusted to give information because they themselves are involved in criminal activities.

    who actually verify the charter of the individuals applying to become a law enforcement officer in this territory: the commissioner and the governor should host press conferences whenever there is wrong doings in the police department and identifies those crooked members within the department headed by him; yes there was a big press conference after the drug bust basically putting our territory on full blast however a person takes an oath to uphold the laws of this territory and no live press conference maybe a press release that is wrong

    I heard officers complaining about unfair practices and corrupt PRACTICES in the Rvipf and I couldn't believe it until someone explained to me what happened a couple months ago during a promotion process . Before the exam the question paper was already in the hand of a certain group of officers. To avoid certain embarrassment they quickly changed some of the questions. Some didn't make any sense at all. Some were base on opinion. Corruption corruption.
