BREWER’S BAY, Tortola, VI- Six years after Hurricane Irma destroyed the George W. Christopher Community Centre in Brewer's Bay, the Government of the Virgin Islands is inviting tenders for its repair.

The facility located in the Second District was left abandoned following its devastation and will require extensive repairs.

Scope of works

The proposed scope of works comprises of furnishing all plant, labour, equipment and materials and performing all operations in connection with the repairs to the Brewer’s Bay Community Centre in Brewer’s Bay, Tortola, in accordance with drawings and specifications. Works include demolition, concrete and masonry works; roof, windows and doors; plumbing and electrical installation; and repairs to the basement.

Procurement Coordinator, Mrs Ishma Rhymer in a Government Information Services (GIS) press release on September 8, 2023, said eligible tenderers are required to provide a detailed work programme and method statement showing the order in which the various sections of works are to be executed, the rates of progress, as well as list of similar projects completed within the past five (5) years and works in progress.

Mrs Rhymer added that amongst other things, tenderers must also have a valid Trade Licence for the specific type of work detailed in the tender document and submit Certificates of Good Standing in respect of the Social Security and taxes, including Payroll and Income Tax, from the Social Security Board, National Health Insurance and Inland Revenue.

The Brewer’s Bay Community Centre is among the last community centres damaged by the hurricanes of 2017 to be repaired.

Most of the Community Centers on Tortola were built at or near sea level and therefore destroyed by the storm surge from hurricane Irma. Additionally the Comm. Centers are advertised as hurricane shelters. So please explain why are these buildings being repaired? The car parks should be at sea level(like the CAB in RT) but the building should be 50-100 ft. above sea level.

I use to visit the Brewers Bay Center before the storms. The center was ran by Mrs. Parsons. There were Several seniors at the center during that time… bused from the hillside and a few lived elsewhere with family but were born and raised near or on Brewers Bay. Some of the more active seniors in the Virgin Islands visited this center regularly and they traveled abroad yearly as a group. I believe they called themselves The Golden Eagles. They would walk along the bay to pick almonds from the sea-almond trees and go by the shore for a ‘soak’. Also, a nurse from the clinic would visit to check on their health. They cooked traditional foods at times and created arts and crafts. They sang hymnals and enjoyed each other’s company, never missing a birthday celebration. I truly miss them all!
