$4.5M later equals a leaking roof & cistern at Govt. House

Health and Social Development Minister Ronnie W. Skelton expresses “disappointment”
The "new” Government House, mostly funded by tax payers monies which cost $4.5 million dollars, has a leaking roof and cistern. After many attempts PWD, according to the Standing Finance Committee report, still has been unable to rectify the issue. ROAD TOWN, Tortola, VI- Despite some $4.5M spent on the "new" Government House, there continues to be issues of a leaking roof and cistern.

Appearing before the Standing Finance Committee (SFC) of the House of Assembly to examine the draft estimate for 2013, was Mrs. Natalie Fahie-Smith, Private Secretary in the Governor’s Office, who told the SFC that both the leaking roof and cistern had been address by the Public Works Department (PWD), but the challenge had not been “rectified to date”.

Mrs. Fahie-Smith reported to the selected committee that some of the challenges at the Governor’s office are insufficient financial resources and clerical staff, lack of adequate space, constant repairs to the roof of the new Government house building and a leaking cistern.

After $4.5 million spent on "new" government house, a Minister disappointed!

The Minister for Health and Social Development  Honourable Ronnie W. Skelton voiced his disappointment with the “new” Government House.

Minister Skelton explained that four point five million dollars ($4.5 million) had been spent on this project of which approximately nine hundred thousand dollars had been utilized for professional fees.

He added that the construction resulted in “both a leaking roof and cistern and he wondered how this could have happened.”  The Minister question who was paying for the current repairs.

The Private Secretary Fahie-Smith, in her testimony before the SFC recently, responded that the PWD was assisting with the repairs and that some were being funded in-house.  She express that the Foreign and Commonwealth Office had also provided  finances for some of the repairs and had paid for a particular problem that had arisen with an unlevel floor and broken pipes.

She also stated that she still had some concerns and questions every time a new problem arose or a bill was submitted.

The Minister for Communications and Works Honourable Mark H. Vanterpool noted that this was the first time he was being apprised of this situation that the Private Secretary to the Governor had relayed.

Mrs. Fahie-Smith listed as one of the accomplishments by the Governor’s office was providing culinary arts training for the staff.

The Government House resident is the home of the United Kingdom appointed Governor and his family.

After two days this week, December 17 and 18, 2012 the Appropriation (2013) Act, 2012 was passed by the Parliament with amendments.

In his budget address, the Premier Dr. the Honourable D. Orlando Smith announced that projected revenue for 2013 is expected to be $298,729,000, while net operating expenditure is projected at $252,397,600.

    Pastor Cline just built a big stadium with indoor gym, basketball court, bowling alley, centre, restaurant with room to spare and spent around $4mil. Maria's just built her huge hotel addition which is quite lovely and I'm sure it didn't cost over $4.5mil. $4.5 on Government House? WTFFFFFFFFFFFFFFFFFFFFFFFF???? Then they wonder why we broke hahaha! we must be the laughing stock of the world by now.

    4.5 million dollars for Government house but 5 million for upgrades to West End terminal - a major port of entry of entry. Yes, government house is important and ought to reflect our status as a country. But visitors will look upon, traverse and judge the BVI by their first impression of West End.

    Wize Up I AGREE WITH YOU LET THE QUEEN FIX IT. POOR WE TAX PAYERS MONEY .THE THOUSANDS OF DOLLARS THAT THEY PAYING THOSE BIG ONES ,THEIR SALARY CAN BE REDUCED AND PUT THE AMT ON THE BANK TO FIX GOVERNMENT HOUSE. eg if their salary raise to 150.000 cut it and give them 90.000 the rest goes to fix the leaky roof.

    $4.5M is a sizeable sum of money; how much of it did the UK put in the pot and how much did VI taxpayers fork over? What is the square footage of the facility and what is the construction cost per square foot and is the cost consistent with market rate? How is old the facility and what was the major structural system warranty on the facility? Typically, there is a one year warrant for routine work work/workmanship and 10 year on major structural systems such as roofs, cistern .....etc. is the premature roof and cistern failure due to poor design, construction, inspection or all of these? And if so can the taxpayers hold these parties accountable and responsible?

      The square footage of the UK officers is a lot less than the average for the local officers, some of whom would break the ladder whilst mending a leaky roof, that is if they turned up in the first place.
